Description
The Marine Corps Installations National Capital Region-Regional Contracting Office (MCINCR-RCO), Quantico, VA, has a requirement to procure Training Support Services for the Marine Corps Chemical Biological Incident Response Force (CBIRF). It is the Government's intention to issue a single award Indefinite Delivery, Indefinite Quantity (ID/IQ) contract comprised of firm-fixed price contract line items for support services and a cost reimbursement contract line item for travel. The proposed acquisition is a 100% small business set aside to Service Disabled Veteran Owned Small Businesses (SDVOSB). The North American Industry Classification System (NAICS) code for this requirement is 611519 - Other Technical and Trade School. The Government will solicit and award this contract using Contracting by Negation acquisition procedures, in accordance with FAR 15. The Government intends to award to the source using Tradeoff Procedures (FAR 15.101-1). The contract award will be issued on an all or none basis. The solicitation, (M00264-16-R-0032) will be posted on or about 18 May 2016 and made available on the Federal Business Opportunities (FBO) web site at https://www.fbo.gov. It is the responsibility of the contractor to continually view the website for the solicitation and any amendments. Contractors interested in doing business with the Government must be registered with the SAM website accessed through https://www.acquisition.gov. Contractor must also ensure annual representations and certifications are current or complete them at the SAM website as well. All prospective offerors interested in submitting a quote must have a commercial and government entity code (CAGE code). Contractors must be registered with Wide Area Workflow at https://wawf.eb.mil/. The points of contacts for this solicitation are GySgt. All responsible sources may submit an offer, which will be considered. SCOPE OF WORK: The primary objective of this acquisition is to provide specialized training and exercise support for CBIRF personnel to be both individually and collectively mission ready to respond to a chemical, biological, radiological, nuclear, or high yield explosive event in the National Capital Region, the Continental United States, or in support of Geographic Combatant Commanders worldwide. CBIRF's mission is to forward-deploy and/or respond with minimal warning to a chemical, biological, radiological, nuclear, or high yield explosive (CBRNE) threat or event in order to assist local, state, or federal agencies and the geographic combatant commanders in the conduct of CBRNE response or consequence management operations, providing capabilities for command and control; agent detection and identification; search, rescue, and decontamination; and emergency medical care for contaminated personnel. The technical service provided under this contract supports programs and institutional customers. Services rendered under this contract shall include all tools, vehicles, equipment, training, and personnel necessary to conduct the requirements set forth under the Performance Work Statement. This requirement is structured into five objectives comprising the full spectrum of the desired training support services. These objectives are 1) Operational Training Support Services, 2) Exercise Development and Training Execution Support Services, 3) Regulatory Compliance Training Services, 4) Training Venue Support Services and 5) Program Integration Support Services. The period of performance for this effort will be for a one (1) twelve (12) months base period and four (4) twelve months (12) option periods, and one (1) six months (6) option period.
