THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. No Solicitation is currently available. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 238990, Building and Property Specialty Trade Services, and the small business size standard is $15M. Project magnitude is between $250,000 and $500,000. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Description of Services Project Number: 612A4-16-112, T-8 Modular Trailer Utility Hookups. The project will be located at VA Northern Health Care System facility at Mather Campus, CA. The intention of this project shall include but not be limited to: "Fire alarm - Provide and install 7 horn strobes, 3 strobes, 5 pull stations, 2 smoke detectors, 1 flow switch, 1 tamper switch, booster panel, and M500S module. Fire alarm panel to be located in the Electrical room and tie into the Secutron fire alarm panel in Bldg. 647. "Electrical - Connect and install electrical from point of connection to T-8 Trailers. "Sewer - Provide, connect, and install piping and pump station to T-8 Trailers. "Water - Provide, connect, and install domestic water from point of connection to T-8 Trailers. "Fire sprinkler - Provide, connect, and install sprinkler water from point of connection to T-8 Trailers. "Voice, data and fiber - The vendor shall outfit IT closet in building T-8 and pull Data Cat 6 cable throughout Building T-8. "Provide functional performance testing, system validation/certification and on-site system testing during the installation period. Conduct a pre-final inspection with the Government five calendar days prior to the end of the installation period. Address all outstanding inspection items and conduct a final inspection of installation work prior to expiration installation period. "Within 15 calendar days of completion of the installation, provide: oProvide As-Built drawings, in both electronic and hard copy format. oProvide a release of claims and final invoice. The Government requests that interested parties provide the following capability information to the Contracting Specialist via e-mail at: Gregory.Cunningham@va.gov by close of business April 20th, 2016: (a) Business Size (Large/Small) (b) Business Socio-Economic Status (SDVOSB, WOSB, 8(a), HUBZone, etc.) (c) SAM record (d) DUNS number (e) Ability and experience in managing projects between $250,000 and $500,000. Include general information and technical background describing your firm's experience on contracts requiring similar efforts to meet the program objectives. (f) Bonding Capability; per contract and aggregate. Provide amount of aggregate bonding currently available (i.e. amount not committed). (g) Anticipated Teaming Arrangements (if any) (h) List of Projects (Government and Commercial) that are similar in scope and size. (i) Total modified value of the contracts being referenced. Interested parties shall not submit more than 10 single-sided, type-written pages using 12-point font or larger. Published literature may be any number of pages. The Government will use this information when determining the business type decision. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded as a direct result of this Sources Sought announcement.
