Description
DISCLOSURE: This is a sources sought notice for information and acquisition planning purposes and is identical to RFI N00024-16-R-2222. This is not a request for proposal (RFP) and a formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue an RFP, contract, or order. The Government will not pay for any effort expended or any material provided in response to this announcement. PURPOSE: The Naval Sea System Command (NAVSEA) is hereby issuing a Request for Information (RFI) on behalf of the Support Ships, Boats, and Craft Program Office (PMS325), seeking information from all potential sources who may be interested in performing overhaul/repairs for up to twelve (12) U.S. Navy Yard Patrol (YP) 676 Class craft. The Navy believes there are several commercial repair yards capable of undertaking this effort. This effort will include but is not limited to dry docking/hauling each vessel to inspect, evaluate, and perform repairs to each wooden hull, removal and overhaul of main engines and generators, replacement of galley equipment, and inspection/repair of auxiliary systems. As a basis for the response to this request, it should be assumed the craft will be available to begin the overhaul/repair efforts in Fiscal Year 2017. No more than two (2) craft will be taken out of service at one time to undergo the repair/overhaul. The craft are currently located at the U.S. Naval Academy in Annapolis, MD. The U.S. Navy WILL NOT be responsible for delivery of the craft to the performing facility. Description: Yard Patrol (YP) craft provide realistic, at-sea training in navigation and seamanship for midshipmen at the U.S. Naval Academy in Annapolis, MD. The primary mission of the YPs is to provide the midshipmen professional training course with practical training afloat on a robust platform to conduct professional development in a safe shipboard environment equipped with systems essential to modern seamanship and navigation. Such training is designed to develop within midshipmen the abilities of an Officer-of the Deck, a proficiency in navigation, and a working knowledge of afloat operations. General Characteristics, YP 676 Class Propulsion: 12V-71N Detroit diesel engines, 2 propellers, horsepower rating 437 shaft horsepower @ 2,100 RPM. Length: Overall: 108 feet (32.9 meters); Waterline Length: 102 feet (31.1 meters). Beam: 24 feet (7.3 meters). Draft: 8 feet (1.9 meters). Speed: 12 knots (19.6 km/hr). Range: 1800 nautical miles (3300 km). Crew: Officers: 2 Enlisted: 4; Safe Capacity: 50 people. RESPONSES: Interested parties are free to submit any information which may assist the Navy in its market research and need only to respond to one RFI. RFI N00024-16-R-2216 and N00024-16-R-2222 are identical in content but are broadcasted to different NAICS groups. Responses should be limited to 10 pages or less. A detailed proposal is not requested. The following responses/ information is requested: 1. Are you currently a holder of an Agreement for Boat Repair with the U.S. Navy in accordance with CNCRM INSTRUCTION 4280.1? 2. Demonstrate through examples of past efforts the managerial capabilities to schedule and control boat/craft repair and overhaul efforts including an established organization chart depicting clear lines of authority, work force qualifications, and examples of work flow schedules. 3. Provide a description of the facilities where the overhaul/repair effort will be performed. Please include a description of any dry docking facilities including size and latest date(s) of inspection(s), qualifications of party performing inspections, and copies of any issued dry docking facility certificates. If a dry dock is not available, please provide a description facilities which would be available to haul the craft and the number of craft that can be dry docked/hauled simultaneously. 4. Identify experience in wooden hull survey and repair. In the absence of pertinent experience in wooden hull inspections, evaluations, and repairs, please describe alternate available resources possessing the necessary expertise in this area. 5. Provide the contract price(s) of existing hull survey and repair work and the contract scope associated with that price. Rough Order of Magnitude estimates and other unsupported cost estimates are not desired in responding to this section. Submission of Information: RFI submission information should be e-mailed to Mr. James T. McGinty, Program Executive Office (PEO) Ships, at james.mcginty@navy.mil with the solicitation number in the subject line of the e-mail. Responses are requested by 2:00 PM (EST), on 20 April 2016. However, submissions may be accepted after this date, but feedback may not be as timely or contribute to NAVSEA's strategic planning. Questions can be submitted electronically to james.mcginty@navy.mil AND brenda.uyeda@navy.mil. Information provided will be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider. This RFI in no way binds the Government to offer contracts to responding companies. The information provided will assist NAVSEA in developing and further defining future procurement and acquisition strategies. Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUBZone small businesses, and woman-owned small businesses are encouraged to participate. This RFI is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR), and is not a Request for Proposals (RFP). All information shall be provided free of charge to the Government. NAVSEA may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary.
