- The Office of the Comptroller of the Currency (OCC) hereby gives notice of its intent to award a contract to OnCourse Learning Corporation at N19W24075 Riverwood Drive, Suite 200, Waukesha, WI 53188-1170 on a sole source basis in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The OCC has a requirement for an online training tool with a suite of eLearning courses to ensure up-to-date bank supervision training in the specialty areas of consumer compliance, compliance with the Bank Secrecy Act (BSA), and anti-money laundering and terrorist financing including trade finance fraud. As bank product offerings and technologies develop that can impact BSA compliance risk and as consumer compliance regulations continue to undergo significant change, regulators charged with examining these areas must be skilled and equipped with the knowledge to do their jobs effectively. An enterprise licensing structure of the online training tool should support up to 400 bank examiners, which range from entry level through commissioned examiners, as well as experienced hires. No other company has been found to offer HTML-based courses solely focused on anti-terrorism, customer due diligence and enhanced due diligence, trade finance fraud, and remote deposit capture-training topics identified by the OCC's supervisory business lines. This is not a request for competitive proposals; however, the Government will consider responses from all responsible sources received within seven days after date of publication of this notice. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source described in this notice, and such determination shall be made at the sole discretion of the OCC. A redacted copy of the justification prepared for this procurement will follow at a later date.
