- NASA LaRC has a requirement for CFOAM Thin Skin Tooling. NASA LaRC intends to purchase the items from Touchstone Research Laboratory, Ltd. NASA LaRC previously purchased a carbon foam mold with a prototype surface finish from Touchstone for the development of our half scale EDU booms. It is imperative the same mold technology that is currently being used is procured to maintain consistency and continuity of technology for our project. It would take substantial duplication of resources and time for another source to provide the required carbon fiber tooling material, and this additional expense is not expected to be recovered through competition. Interested organizations may submit their capabilities and quialifications to perform in writing to the identified point of contact no later than 12PM local time on 04/18/2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition bases, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
