- W912GB-16-R-0031: This pre-solicitation notice presents the U.S. Army Corps of Engineers Europe District (USACE NAU) intent to solicit a design-build contract for the construction of a new kindergarten to provide preschool services to the children of Obrez, Serbia in preparation of primary school since the closest facility that provides introductory education is 40km away. This project will be located in the municipality of Varvarin. The building shall have 1 floor and no basement. A separate small building shall be provided to house the fuel for the Kindergarten heating system. The purpose of this project is to provide a complete and usable Kindergarten for a minimum of 25 children per group room. This facility shall be delivered as a fully functional, turnkey type facility or facilities (without furniture). The work includes but is not limited to design, demolition, fabrication, delivery, installation, construction, and site work. The facility and the installed equipment shall be permanent construction. The new kindergarten will consist of two (2) classrooms, each with a separate bathroom, a restroom for access from outside, a mechanical room, boiler room, janitor closet, bathroom for staff, and office, as well any other work directly related to the kindergarten construction included in the statement of work and specifications. No reimbursement will be made for any costs associated with providing information in response to this pre-solicitation notice or any follow up information requests. No response is due at this time. This project will use a One-Phase Design-Build, Best-Value Acquisition Selection process in accordance with the United States Federal Acquisition Regulations (FAR) Part 15 and Part 36.3. The project will be solicited under Full and Open competition and will be awarded as a firm-fixed price construction project contract. The contract will be awarded and paid in U.S. Dollars. Responses are desired from firms who can demonstrate recent and relevant experience and past performance in design-build projects in Serbia, but expression of interests will be accepted from all interested parties. The technical (non-price) qualifications of the construction firm along with their submitted price will be evaluated by the Government. In accordance with FAR 36.204, the estimated magnitude for this design build construction project new construction kindergarten is between $250,000 and $500,000. Contract Performance: 365 Days from Notice to Proceed The Government will post this synopsis, the solicitation, and all subsequent amendments through the Government-Wide Point of Entry (GPE) Federal Business Opportunities (FedBizOpps) Web Site www.fbo.gov. A local advertisement notification will also be placed in the Jutarnji List Daily on or about the 09 May 2016. It is the Offeror's sole responsibility to obtain this solicitation and any subsequent amendments through the FBO.gov website. Offerors are encouraged to visit this web site and become familiar with its content and functionality prior to the solicitation issue date. Prospective Offerors must provide all information necessary to receive posting notifications. The solicitation will be issued on or about 09 May 2016. Estimated award date is on or about 05 July 2016. The solicitation will be issued free of charge and available electronically. Paper copies of this solicitation, plans, and specifications will not be provided. It is the Offeror's sole responsibility to ensure they have obtained all solicitation documents and any subsequent amendments, if any. The Government reserves the right to cancel the RFP, either before or after the proposal opening with no obligation to the offeror by the government.
