Description
The Federal Aviation Administration (FAA) Center Operations Division, ANG-E3, at the William J. Hughes Technical Center has a requirement for supplemental Engineering and Technical Support services. It is the responsibility of Center Operations to provide a safe, healthy, and secure work environment while operating, maintaining and enhancing the Technical Center's support infrastructure (buildings, roads, utilities, and land). The Center Operations Division is committed to ensuring campus compliance to environmental laws, policies, directives, and initiatives and we manage our cross-agency relationships through support agreements and land permits. Center Operations is also responsible for the internal audits and quality management systems for the Federal Aviation Administration s (FAA's) ISO certified organizations, providing logistics support to all FAA residents, and producing award winning videos, exhibits, displays, and graphics that document the technical work performed within the WJHTC campus. The ongoing sustainment and enhancement of the physical infrastructure of the campus and requisite supporting services is the responsibility of the Center Operations Division. In accordance with the FAA Acquisition Management System (AMS) Section 3.2.1.2.1, the FAA is conducting a market survey in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among service-disabled veteran-owned small businesses. This market survey is also being conducted in order to solicit statements of interest and capabilities from service-disabled veteran-owned small business firms capable of providing supplemental support to the organizations within the Center Operations Division. These positions will be primarily professional but supplemented by skilled trade representatives. The attached draft Statement of Work (SOW) provides additional details on the scope of work relevant to this request. Interested firms are required to submit the attached Business Declaration form and Capability Statement consisting of the following: -Number of years in business -Type of services provided by your firm, -How your company will support this anticipated contract -Size and type of services provided by previous contracts (elaborate and provide detailed information and past performance) -Work experience with the FAA Previous experience should be limited to the last five years. Total page limitation for the Capability Statement is three pages font size 10, one-inch margins, single spaced. This announcement is not a Screening Information Request or Request for Proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for and is not liable for costs associated with the preparation and submittal of responses to this announcement. Any costs associated with the submission of a response to this request are solely at the interested vendor s expense. This contract is anticipated to be an Indefinite-Delivery, Indefinite-Quantity (IDIQ), time and materials contract, to be awarded for a five year period of performance. The acquisition strategy for this procurement has not been determined at this time. The results of this market survey will help determine the final acquisition strategy. The FAA will consider all responses received.
