Description
SEER DRAFT SOW and DRAFT Mandatory Criteria This is a Research and Development (R & D) Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential R & D requirement. Background: A mainstay of the National Cancer Program, the Surveillance, Epidemiology and End Results (SEER) Program sets national benchmarks for incidence and survival rates and is the primary source of reports on trends in cancer death rates in the United States of America. SEER was established in 1973 in response to the National Cancer Act of 1971, which mandated that the National Cancer Institute (NCI) collect, analyze, and disseminate all data useful in the prevention, diagnosis, and treatment of cancer (Public Law 92-218), SEER currently covers approximately 30 percent of the U.S. population. Coverage of racial/ethnic groups includes 26 percent of African Americans, 38 percent of Hispanics, 44 percent of American Indians and Alaska Natives, 50 percent of Asians, and 67 percent of Hawaiian/Pacific Islanders. The SEER database includes information in its database on more than 8.7 million cancer cases adding detailed data on over 450,000 cases each year. Over the past 43 years, the SEER Program's objectives have been to: assemble and report annual estimates of cancer statistics that pertain to incidence, prevalence, and patient survival ; monitor trends to identify important changes in cancer rates for population subgroups defined by geographic, demographic, and social characteristics; provide information on changes over time in stage of disease at diagnosis and types of therapy, as well as associated changes in cancer patient survival; carry out special studies that provide insight into trends in cancer rates, treatment patterns, and other relevant aspects of cancer control; and provide an infrastructure to support cancer research through its publicly available data. Purpose and Objectives: The National Cancer Institute, Division of Cancer Control and Population Sciences (DCCPS), Surveillance Research Program (SRP) is seeking expertise in collecting population-based central cancer data and report on population-based cancer incidence, treatment, and survival data. Project Requirements: A copy of the draft Statement of Work (SOW) and draft statement of mandatory criteria pertaining to this requirement, which is subject to revisions, are attached to this notice. Additional information is available at www.seer.cancer.gov. Anticipated Period of Performance: The period of performance for this ID/IQ contract would be 10 years. The anticipated start date is April 30, 2018. Multiple awards are anticipated. Capability Statement/Information Sought: Qualified Cancer Registries in the United States of America are strongly encouraged to respond to this Notice. Respondents must demonstrate their qualifications and capability to perform all of the Task Areas in the Statement of Work. The Capability Statements will be evaluated based on the information provided in relation to the project requirements and the current capability and capacity to: 1. Perform work in the Task Areas in the attached Draft Statement of Work. 2. Evidence of ability to meet all mandatory criteria. 3. Staff education, training, experience, expertise and knowledge. 4. Corporate experience and management capabilities. 5. Prior completed projects of a similar nature. 1. Information Submission Instructions: Interested qualified organizations should submit a capability statement, not to exceed 15 total single-spaced pages, double sided (2 sides = 2 pages) using a 12 point font size at a minimum, that clearly details the firms' ability to perform and that addresses the specific requirements described above and in the draft Statement of Work (SOW). Please provide your DUNS number, organization name, address, point of contact, including names, titles, addresses, telephone, fax numbers, and email addresses. 2. Number of Copies/Delivery Point: All capability statements sent in response to this Research & Development Sources Sought notice must be submitted electronically (via email) to Lee Oliver, Contract Specialist at NCISEER_2018@nih.gov either in MS Word, or Adobe Portable Document Format (PDF). The email subject line must specify HHS-NIH-NCI-RDSS-PCPSB-5003-74. Facsimile and telephone responses will not be accepted. 3. Common Cut-off Date: Electronically submitted tailored capability statements are due no later than 3:00PM EDT on May 2, 2016. CAPABILITY STATEMENTS RECEIVED AFTER THAT DATE AND TIME WILL NOT BE CONSIDERED. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
