Description
THIS NOTICE IS TO PROVIDE A DRAFT REQUEST FOR PROPOSALS (DRFP) FOR PURPOSES OF OBTAINING COMMENTS FROM INTERESTED PARTIES. THIS IS NOT A NOTICE OF INTENT OR A REQUEST FOR PROPOSALS. ANY RESULTANT SOLICITATION WILL BE ISSUED ON A LATER DATE. DRFP documents can be found on the FNLCR Acquisition Portal at: http://ncioa.cancer.gov/oa-internet/fnlcr/index.html#/documents/Acquisition. All comments and suggestions must be submitted to the FNLCR Acquisition Team via e-mail at: FNLCR_ACQinfo@nih.gov no later than 4:30PM Eastern Daylight Time (EDT), May 30, 2016 with the subject line entitled: "Response to DRFP". All comments must be submitted in the Microsoft Excel format provided entitled "DRFP Comment Template", separated by Draft RFP Sections. Please do not make any alterations to the Microsoft Excel formatting with the exception of inserting additional rows as needed. This procurement will be conducted on a Full and Open Competition basis using FAR Part 15 procedures under NAICS 541712. The Government plans to award one (1) Indefinite Delivery-Indefinite Quantity (IDIQ) contract with individually negotiated Cost Plus Award Fee and Firm-Fixed-Price task orders, as needed. The planned IDIQ award will be for a five (5) year base ordering period with three (3), five (5) year option ordering periods. PROPOSALS SHALL NOT BE SUBMITTED IN RESPONSE TO THIS DRAFT RFP. ANY REQUEST FOR PROPOSALS WILL BE RELEASED AT A LATER DATE. THE RFP, WHEN RELEASED, MAY BE SUBSTANTIALLY DIFFERENT BASED ON CHANGES MADE IN RESPONSE TO FEEDBACK.
