Description
Justification for Other than Full and Open Competition- PR0004647 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole-source, fixed price contract with Qiagen, Inc., 27220 Turnberry Lane, Valencia, CA, 91355-1018 for the purpose of procuring a twelve (12) month Master Service agreement for maintenance on our existing Qiagen laboratory equipment. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. The FBI's DNA Casework Unit (DCU) owns 31 pieces of QIAGEN equipment. In order to have these instruments in service for Casework, regular maintenance and timely service repairs are not only necessary to obtain reliable results but also required by accrediting forensic organizations. The FBI requires a QIAGEN Master Service Agreement for one (1) year to include but not limited to maintenance, repair, and calibration. Technical Requirements: • Unlimited telephone support from the Technical Service Team • Replacement of malfunctioning components • Service repair response time within 48 hours • Service must include all labor, repair parts and travel • Onsite repair service and inspection/maintenance • Service and repairs must be performed by specially trained and equipped Qiagen personnel Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by Qiagen, Inc. Qiagen, Inc. is the only company certified to repair, calibrate and maintain Qiagen manufactured instrumentation. Attempts to perform any repairs, calibration or preventative maintenance by parties or individuals other than Qiagen, Inc. would immediately void the warranty of the equipment. Qiagen, Inc. is also the sole manufacturer of OEM replacement parts. In addition, due to the proprietary nature of the software Qiagen field service engineers are the exclusive source for troubleshooting of proprietary software. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing. Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
