Description
CONTRACTING ACTIVITY: US Army Corps of Engineers, Alaska District, P.O. Box 6898, JBER, AK 99506-0898 CONTRACT INFORMATION: This acquisition is an 8(a) Small Business Set-Aside; any qualifying 8(a) Small Business may submit a proposal. The SBA requirement code is 1084/16/602686. North American Industrial Classification System (NAICS) code is 237120, Oil and Gas Pipeline and Related Structures Construction; the related small business size standard is $36.5 Million (M). This is a pre-solicitation notice for a two-phase Request for Proposal (RFP) for an Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC). The contract awardee will be eligible to propose on task orders for projects, fully designed or Design-Build, at locations within PACOM primarily at various military installation locations in Alaska. The procurement will be conducted using two-phase source selection procedures and the award will be based on best value tradeoff source selection procedures, considering the price and non-price factors cited in this announcement and the solicitation. The Phase I Solicitation of the 2 Phase process (conducted IAW FAR Part 36) will be available on this site on or about 02 May 2016. The Contract will be IDIQ type, Single Award Task Order Contract (SATOC) consisting of a three (3)-year base period and two (2) one-year option periods. The Government contemplates one single award will be made from this solicitation; however, reserves the right to award none at all. The overall capacity of this IDIQ SATOC will be $45 Million (M). The resulting IDIQ contract will be firm-fixed priced. Additionally, the resultant IDIQ contract task orders will each be issued firm-fixed price (FFP). There will be a minimum guarantee amount of $5K for the entire contract period. DESCRIPTION OF WORK: The contract is for a broad range of Construction, Renovation and/or Repair of various POL facilities and infrastructure. Typical types of services to be provided may include projects primarily involved in the maintenance, repair, upgrade, or alteration of existing POL storage facilities, distribution systems, and POL support facilities. In addition to furnishing construction services, work could include design services, such as, preparation of plans, specifications, design analysis, and cost estimates for construction for repair/renovation, new construction projects, or engineering studies. The work may be located anywhere within US Government controlled bases and installations within PACOM. However, work will primarily be on Fort Greely, Fort Wainwright, Joint Base Elmendorf-Richardson (JBER), Clear Air Force Station, Eielson Air Force Base, and other US military bases in Alaska. The contract will be an indefinite-delivery indefinite-quantity (IDIQ) Single Award Task Order Contract (SATOC). Total SATOC capacity will be $45 Million. During the contract period, the U.S. Army Corps of Engineers (USACE) will identify the scope of construction work required to each specific job, negotiate a price and performance time of each job, and issue task orders to the contractor to complete the work. The task orders may include fuel containment, transport, delivery, storage, and dispensing systems as well as conversion of fuel type. Services incidental to the overall project may also require API 653 tank inspection, piping system evaluation in accordance with API 570, pipe stress analysis, hydraulic and dynamic transient surge analysis, pressure testing, and internal pipeline inspection services. Projects may include but not be limited to, above and below ground storage tanks, hydrant systems, fuel distribution pump houses, truckfill stands, piping, valves, trenching, primary and secondary spill containment, SCADA systems, and pipeline/tank leak detection systems, and may be fully designed or Design-Build. The contractor will be required to furnish all materials, equipment, and personnel necessary to manage and accomplish the job containment/disposal, and/or site work (fencing, roads, parking, airfield paving, and drainage). The offeror selected for award will be determined to be the best value to the Government considering the price and nonprice factors cited in this announcement and the solicitation and utilizing the trade-off process described in FAR 15.101-1. A two-phase source selection process will be utilized. It is anticipated that the Government will evaluate in Phase 1: Experience, Past Performance, Organization & Management. For offerors selected to submit proposals during Phase II, it is anticipated the Government will evaluate approach to Seed Project (includes Construction Narrative and Concept Design Drawings), Seed Task Order Proposed Summary Schedule, Phase 1 Proposal Rollup Rating and Price. All evaluation factors, other than price, when combined, are considered significantly more important than price. All offerors are advised that this solicitation may be canceled or revised at any time during solicitation, selection, evaluation, negotiation and up to final award. If the solicitation is cancelled, all proposal preparation costs will be borne by the offeror. All offerors must be registered in the System for Award Management (SAM) at http://www.sam.gov. Joint ventures must be registered in SAM as the joint venture. Offerors are advised to begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. Lack of registration in the SAM database will make an offeror ineligible for award. Joint Ventures are allowable on competitive 8(a) set-asides. SBA must receive the joint venture agreement and all supporting documentation no less than twenty (20) working days prior to the scheduled date for contract award. The joint venture must be approved by SBA prior to contract award.
