- •1. This order selection decision document covers the acquisition of (15) Laerdal Medical Simulation: 214-02001 (SimMan Essential Bleeding Manikins and Accessories) for delivery to Medical Education and Training Campus (METC), Fort Sam Houston, Texas. Delivery lead time is 15-30 days. ECAT cart number for this action is 09302015-1118071695382/ requisition number FM301652730006. In accordance with the guidance as outlined in FAR Part 8 and DFARS 208.405-70 which specifies competition rules for orders valued above the Simplified Acquisition Threshold, the above requirement was solicited via an RFQ to four current vendors in the ECAT Equipment Program. The requirement was sent to all known equipment vendors currently holding Laerdal Medical supplies on an ECAT equipment contract April 14, 2016, with the date and time set for receipt of quotes of April 19, 2016, 3 p.m. EST. On April 15, 2016, all RFQ recipients were asked, due to an expedited requirement, to respond by April 15, 2016, 5 p.m. EST, if possible. All vendors responded within the period specified. The item was selected by the Medical Education and Training Campus for use with training students in the certified Basic Medical Technician Corpsman Program (BMTCP). In addition, the simulators are compatible with other simulators currently used at METC. Other factors for this limited source justification is only one manufacturing source is capable of providing the supplies or services required at the level of quality training required. The supplies or services ordered are highly specialized and unique to Laerdal Medical, come with LEAP software that makes it possible to use the METC current inventory of SimMan Essentials simultaneously and, allow the facility to continue the lifespan of current inventory instead of replacement. This requirement meets the needs the best and is supported by AFMMAST (Air Force Medical Modeling and Simulation Training) on curriculum, user training and scenario development. In the interest of economy and efficiency, the new supplies are a logical follow-on to an original delivery order. The Laerdal Medical simulation and manikin is the only compatible model that will meet the clinical and technical requirements of the METC, Fort Sam Houston. An award to Beacon Point Associates is in the best interest of the Government. The low bid (Beacon/BPA) on this requisition is the same as the selected product vendor chosen by the ECAT data system based on the exact manufacturer part number. The low bid (BPA) is also offering a discounted price per unit. BPA is offering the exact end item with the corresponding manufacturing part number sent out to Equipment ECAT contract holders on the RFQ. Beacon confirmed the end item indicated and delivery schedule on the request for quote. Beacon met the required delivery of 2 to 4 weeks. The vendor has met the performance requirements of their current ECAT contract. This information was verified using its annual CPARS assessment ending in February 2016. Price reasonableness was determined based on the current vendor ECAT pricing, the vendor discount offered on this competitive buy, and the competition between BPA, Janz, AMD and FHMED.
