- This is a SOURCES SOUGHT NOTICE for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described in the Statement of Work (SOW). Potential offerors are invited to provide information via e-mail to susan.delacruz@va.gov.The intended contract period is Base plus four (4) Option Year Periods. Estimated award date: 10/01/2016. Period of Performance: 10/01/2016 - 09/30/2017. The resulting contract will be a firm fixed-price contract. The applicable NAICS code is 561790, Other Services to Buildings and Dwellings, and the small business size standard is $7.5 Million. Telephonic requests for the solicitation will not be honored. When issued, the solicitation will be available via the FedBizOpps website, http://www.fbo.gov/. The tentative solicitation issue date is May 09, 2016. Interested offerors are advised to consult the actual solicitation for final dates and times. SNOW PLOWING AND SANDING SERVICES Scope of Work The Contractor shall provide all equipment, labor, materials, supervision, and tools necessary to remove snow from the streets, lots and sidewalks, and spread sand on grounds at the Veterans Affairs Medical Center, Walla Walla, WA as described in the Statement of Work (SOW). Snow plowing season, is dependent on weather; however, it is estimated that the months are from October through April of each year. The Contracting Officer Representative (COR) shall determine the start and finish date of the plowing season. 1.0 Snow Plowing & Removal 1.1 Road Snow Plowing. The Contractor shall plow all designated roadways shown on Attachment 1, the Campus Streets with names (estimated 200,000 square footage of roadway), shall be maintained with a neat and professional appearance. The Schedule and Respond time is stated in Paragraph 3. Plow snow from road to a maximum snow depth of ½ inch, uniform in appearance, free of skips, gaps, rutting, or scalping. Plowing shall be done to road curb line; snow piles on road shoulder are permitted, except for road-side pedestrian areas (sidewalks, crosswalk, loading docks, dumpsters, etc). 1.2 Parking Lot Snow Plowing. The Contractor shall plow all designated parking lots shown on Attachment 2, Campus Parking areas (estimated 154,000 square footage of parking lots), shall be maintained with a neat and professional appearance. The Schedule and Respond time is stated in Paragraph 3. Plow snow from parking lots to a maximum snow depth of ½ inch, uniform in appearance, free of skips, gaps, rutting, or scalping. Plowing shall be done to parking lot perimeter, curb line or parking lot bumpers. Snow piles on lot perimeters shall be placed in designated pile areas. Pedestrian areas (sidewalks, crosswalk, loading docks, dumpsters, etc.) shall be kept snow free. 1.3 Sidewalk and Walkways Snow Plowing. The Contractor shall plow, blow or sweep all designated sidewalks as shown on Attachment 3, Sidewalks and Walkways with priority listed (estimated 25,000 square footage of sidewalk), shall be maintained a neat and professional appearance. The Schedule and Respond time is stated in Paragraph 3. Plow (or sweep) all snow from sidewalks to a maximum snow depth of 1/4 inch, uniform in appearance, free of skips, gaps, rutting, or scalping. The contractor shall reference the sidewalk priority designations shown on the drawing; Priority 1 being patient and visitor high traffic sidewalks that require first attention. Plowing shall be done to sidewalk edge. Snow piles on sidewalk edges (non-road surfaces) are permitted, except for pedestrian areas (Stairways, crosswalk, loading docks, dumpsters, etc.). 1.4 Snow Removal The Contractor shall load and haul excessive snow piles when snow berm depth or piles are a traffic operation, safety, or parking impediment to designated dump area on campus as shown on Attachment 4 (estimated 2,000 Cubic Yard of snow pile accumulation). 2.0 Sanding Contractor shall provide sand, equipment, and labor. Sand shall be clean bedding sand (US Sieve #4 to #200), no chemical additive. 2.1 Road Sanding. The Contractor shall sand all designated roadways as shown on Attachment 1, campus streets with names (estimated 200,000 square footage of roadway), shall be maintained with a neat and professional appearance. The Schedule and Respond time is stated in Paragraph 3. Sand road to a sand application rate of 100 lbs. /1,000 lane feet; intersections, crosswalks, hills shall have additional sand 300 lbs. /1,000 lane feet. Sanding shall be done to road curb line, to include road-side pedestrian areas (sidewalks, crosswalk, loading docks, dumpsters, etc.). 2.1A Road Sanding (application only) - Task used when NO snow plowing is required prior to sanding (Paragraph 1.1) 2.1B Road Sanding (after snow plowing) - Task used snow plowing is required prior to sanding (Paragraph 1.1) 2.2 Parking Lot Sanding. The Contractor shall sand all designated parking lots as shown on Attachment 2, the Campus parking areas (estimated 154,000 square footage of parking lots), shall be maintained with a neat and professional appearance. The Schedule and Respond time is stated in Paragraph 3. Sand parking lots to a sand application rate of 100 lbs. /1000 lane feet. Intersections, crosswalks, hills shall have additional sand 300 lbs. /1,000 lane feet. Sanding shall be done to lot curb line or edge, to include road-side pedestrian areas (sidewalks, crosswalk, loading docks, dumpsters, etc.). 2.2A Parking Lot Sanding (Application only) - Task used when NO snow plowing is required prior to sanding (Paragraph 1.2) 2.2 B Parking Lot sanding (after snow event) - Task used when snow plowing is required prior to sanding (Paragraph 1.2) 2.3 Sidewalk and Walkways Sanding. The Contractor shall sand all designated sidewalks as shown on Attachment 3, the Campus Sidewalks and Walkways with priority listed (estimated 25,000 square footage of sidewalk) shall be maintained with a neat and professional appearance. The Schedule and Respond time is stated in Paragraph 3. Sand sidewalks to a sand application rate of 400 lbs. /1,000 linear feet. Intersections, crosswalks, hills shall have additional sand 500 lbs. /1,000 lane feet. Sanding shall be done to sidewalk edge, to include road-side pedestrian areas (sidewalks, crosswalk, etc.). 2.3A Parking Lot Sanding (Application only) - Task used when NO snow plowing is required prior to sanding (Paragraph 1.2) 2.3 B Parking Lot sanding (after snow event) - Task used when snow plowing is required prior to sanding (Paragraph 1.2) 2.4 Sand Removal The Contractor shall remove all sand and debris from roadways, parking lots, sidewalks, to include curb and gutter, storm drain inlets, to the underlying hard surface. The Contractor employees shall require intermittent access only and will be escorted by VA employees while at VA Facilities. No background investigation is required. A flash badge shall be obtained from the VA Facility Human Resource office.
