Description

Notice of Intent to Sole Source THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. The Department of Veteran Affairs- Procurement Contract Office East intends to enter into a sole source contract on 4/21/2016 with the National Academy of Science located at NATIONAL ACADEMY OF SCIENCE (Institute of Medicine) 500 FIFTH ST NW WASHINGTON, DC 20001. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This award is for the Roundtable discussion membership fees for a base year contract of 12 months. The government solicited and received 3 responses from interested party's able to provide similar services. However, none were found to have an already established roundtable discussion on veteran homelessness. The NAICS code for this award is 541720 and a small business size standard of $20.5 million. NO SOLICITATION OR REQUEST FOR QUOTE WILL BE MADE AVAILABLE AND WILL NOT BE ACCEPTED AT THIS TIME. A determination not to further compete the proposed procurement is based upon the lack of qualified parties. JUSTIFICATION FOR SINGLE SOURCE AWARDS IAW FAR 6.302-5 Other Than Full and Open Competition is authorized or required by statue. IAW FAR 6.302-5(c)(iii)(b) Full and open competition need not be provided for when a statute expressly authorizes or requires that the acquisition be made through another agency or from a specified source; or any contract requiring the National Academy of Sciences to investigate, examine, or experiment upon any subject of science or art of significance to an executive agency and to report on those matters to the Congress or any agency of the Federal Government. 1. ACQUISITION PLAN ACTION ID: VA268-16-AP-0033 1A. PROJECT/TASK No. 1B. ESTIMATED AMOUNT: $60,000.00 2. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE: Collaborate with the Institute of Medicine's (IOM) Board on Population Health (BPH) of the National Academies to conduct a study to address key questions related to housing, health and homelessness. 3. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHERSUPPLIES OR SERVICES CAN BE USED: The Science and Technology for Sustainability (STS) Program in collaboration with the Institute of Medicine's (IOM) Board on Population Health (BPH) of the National Academies of Sciences are convening a committee of experts to conduct a study to address key questions related to housing, health and homelessness. 4. REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE, WHICH CAN PROVIDE THE SUPPLIES OR SERVICES: The National Academies of Sciences, Engineering, and Medicine is the only nonprofit institution that is conducting this study. The National Academies are a private, nonprofit institute that provides expert advice on some of the most pressing challenges facing the nation and the world. The members of the Academy are among the world's most distinguished scientist, engineers, physicians, and researchers. 5. DESCRIPTION OF MARKET RESEARCH CONDUCTED AND RESULTS OR STATEMENT WHY IT WAS NOTCONDUCTED: Market research was conducted on FBO concluding no pre-established roundtable. This total includes expenses needed to hold several committee meetings, including travel, invited speakers, and staff. Prepare, review, publish and disseminate report along with covering the share of salaries for additional staff. 6. Contracting Officer's Certification: Purchase is approved in accordance with 6.302-5 I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
