- The pre-proposal conference will be held in Puerto Rico from 2-3 May 2016. Attachment 1 - Draft PWS Attachment 3 - Draft GFP Spreadsheet Attachment 4 - Draft Price Schedule Attachment 2 (Reference) - Collective Bargaining Agreement for FA4890-08-C-0011 Attachment 2 - CBA Wage Determination Draft Request for Proposal (RFP) FA4890-16-R-0009 as of 18 Apr 16. THIS IS A DRAFT SOLICITATION NOTICE Response date will be determined when final Request for Proposal is posted. The proposed North American Industry Classification System (NAICS) Code for this requirement is 517919, All Other Telecommunications. The U.S. Small Business Administration established the small business concern size standard for NAICS Code 517919 as $32.5 million in average annual receipts. This acquisition is 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB). The planned period of performance will be one (1) base year plus seven (7) option years; 1 October 2016 to 30 September 2024. An optional six-month extension of services will be priced and evaluated, and would be executed in the event a contract extension is necessary in FY25. The total contract period will not exceed seven (7) years and six (6) months when the optional to extension is exercised. Award will be made using Lowest Price Technically Acceptable (LPTA) source selection procedures IAW FAR Part 15. The final contract is anticipated to be firm-fixed price, with some incidental cost reimbursable line items to include other direct costs such as materials and travel. The Government intends to award without discussions. The current HFGCS-PRS contract FA4890-08-C-0011 is performed by GLS-Cambridge JV. The workforce at the PRS is unionzed, and the current CBA is effective through 30 Sep 18. A draft RFP is estimated to be posted in March 2016.
