Description
The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for a project that will involve the Design and Construction of a Systems Engineering Management Facility (SMEF) of approximately 3637 SM at the Hanscom Air Force Base (HAFB), Bedford, MA to determine interest, availability and capability of HUBZone, Service-Disabled Veteran-Owned and Small Business concerns. The NAICS code for this procurement is 236220. Design Work is expected to begin in August 2017 with construction commencing about eight months after the start of design (i.e., March, 2018). All work, including site work and demolition, is targeted to be completed by September 30th, 2019. The construction cost is estimated to be between $15,000,000 and $20,000,000. Hanscom AFB proposes to construct a new Systems Engineering Management Facility to replace an aging structure built in 1953-1955. The new facility will be located on-base within the same parcel as the existing building which currently provides this function. The first phase, which is complete, created a new 2-story 40,000 square foot office building. The second phase will add an additional 40,000 square feet to the existing building. Also, during the second phase, the existing building will be demolished. The Systems Engineering Management Facility design and construction will utilize economical design and construction methods compatible with applicable DoD, Air Force, and base design standards. The project will include design and construction of the SMEF addition, which is primarily office space, new access road, landscaping, site improvements, and all other support facilities. The facility will be designed as permanent construction in accordance with DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements and the facility will be LEED Silver certified. The facility shall comply with DoD minimum Antiterrorism Standards for buildings per UFC 4-010-01. Interested firms should submit a complete capabilities package to include, at the minimum, the following: business classification (i.e. small business) as well as demonstration of qualifications and experience with performing at least 2 projects involving design and construction (design-build) of vertical structures of similar size and complexity, utilizing the applicable criteria listed above when possible, within the last 5 years as well as relevant experience of the firm's current project managers, superintendents, and other critical staff members. Please indicate the team major subcontractor(s), including their prior experience and qualifications, which will be used to support the offeror's effort. The responses shall clearly identify the role (i.e., designer of record, prime construction contractor, subcontractor, construction manager, etc.) of each party identified in the capabilities package for each project submitted. Responses should also include proof of bonding capability. Responses are limited to twenty pages. Responses are due May 4th, 2016. Interested firms shall provide the above documentation in one original form and one digital copy. The Government will not pay for any material provided in response to this market survey nor return the data provided.
