Description
This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Becton, Dickinson and Company, 2350 Qume Drive, San Jose, CA, 95131 to procure a special order Fortessa Laser Option that includes the replacement of the existing Red MPB 628-200 lasers and the installation of MPB 628-1000 lasers on eight (8) installed Fortessa X50 units. The laser upgrade to eight (8) existing Symphony A5 flow cytometers is to enhance laser power, excitation of antibodies, and overall analysis capabilities. Becton, Dickerson and Company is the manufacture of the Symphony A5, which existing equipment must be compatible and no substitutions are allowed. To use a different vendor for the laser upgrade will cause the instruments to not be able to be calibrated to optimal specifications such that samples between experiments will not be able to be analyzed and compared. This would adversely affect the function of the lab and its mission. Place of delivery is Bethesda, Maryland 20892. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible, and replacement parts must be compatible with existing equipment. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that can provide the upgrade equipment may submit a response that will be considered. The response should include the certification from Becton, Dickinson and Company that you are authorized to obtain OEM parts to upgrade the above reference equipment. All responses in writing, by email to Tonia Alexander at talexander@niaid.nih.gov, by 5:00 pm eastern standard time Thursday, April 28, 2016. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
