Description
RFI for AFSAC at WPAFB to identify contractors that may possess the expertise, capabilities, and experience to meet Security Cooperation Enterprise Solution Integration Management Office Subject Matter Experts Requirements. This Request for Information (RFI) is being conducted by the Air Force Security Assistance and Cooperation (AFSAC) Directorate, at Wright-Patterson Air Force Base (WPAFB) as market research to identify contract holders that may possess the expertise, capabilities, and experience to meet Security Cooperation Enterprise Solution (SCES) Integration Management Office (IMO) Subject Matter Experts Requirements. The AFSAC Directorate is in need of a capability that meets the functional and technical expertise and/or knowledge of Air Force FMS processes and procedures primarily in FMS financial management and FMS information technology, but also logistics and acquisition, to develop and manage user requirements and to reengineer existing business processes based upon SCES capabilities. The processes and procedures will be documented using VISIO using the Mission Thread methodology. Specifically, FMS Financial Management Requirements Development and Management entails thorough documentation of existing FMS financial activity processes and procedures including, but not limited to, case execution, Delivery Reporting Process, and identification of funds available for reallocation, reprogramming and case closure. The following accounting systems are used by AFSAC and the interactions between AFSAC processes and procedures will need to be documented: General Accounting and Finance System (GAFS), Commanders Resource Integration System (CRIS), Wide Area Work Flow (WAWF), Automated Business Services System (ABSS), and Shared Data Warehouse. Further, interactions between AFSAC processes and procedures with additional systems including Defense Security Assistance Management System (DSAMS), Security Assistance Management Information System (SAMIS), Case Management Control System (CMCS), Security Cooperation Information Portal (SCIP) and AFSAC On-line must be documented. The principal legacy Air Force FMS Information Technology Systems, SAMIS and CMCS, are written in IBM Mainframe COBOL, NATURAL, and ADABAS. Documentation shall include manual and automated processes with a complete understanding of why particular processes and systems are used. The legacy systems automate FMS processes and have the laws, regulations, policies, and procedures incorporated directly into the code that makes this automation possible. In some cases laws, regulations, policies, and procedures are only captured within the legacy system code. These inherent FMS processes are business rules that must be understood and documented. FMS Financial Management Requirements Development and Management requires a complete understanding of why particular processes and procedures are coded into the legacy systems as well as the business rules and data captured and/or reported throughout. Once completed, the documented Air Force processes must be compared to current SCES requirements documentation to determine gaps that must be filled by the Air Force increment. This entails interactions with Navy and Army requirements and acquisition organizations as well as the contractors currently developing the SCES ERP.
