- Sources Sought - STLI 213901 - Repair Ellis Island Service Bridge The National Park Service has a requirement for the project stated below. If you are interested, please submit your detailed capabilities in WRITING to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. There is no bid package, solicitation, specification or drawings available with this announcement. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. If you chose to submit a package, clearly identify the park and a project on your package (STLI 213901 - Repair Ellis Island Bridge), your socioeconomic status (8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, Small). Your email capability information MUST be 5 pages or less (not including your past experience) and be SPECIFIC to the description of scope provided below. Submit a capabilities Statement for your company and for any Sub-Contractors you would use on the project. Your response is due no later than 5pm MDT April 29, 2016. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc. - see 13 CFR 121.103 and 13 CFR 121.108. Project Details: Statue of Liberty National Monument (STLI) Ellis Island, New Jersey Ellis Island Service Bridge NAICS Code: 237310 Estimated Cost Range: $5M - $10M Estimated Period of Performance: 09/2016 - 05/2017 This project will consist of repairing, strengthening or replacing deteriorated portions of the existing Ellis Island service bridge. Work involves designing and developing details, Specifications and drawings each work task. Work also includes performing rating calculations for the bridge, obtaining all permits required for performing the construction work. All repair work is to be performed in accordance with the current edition of the American Association of State Highway and Transportation Officials (AASHTO) LFRD (Load and Resistance Factor Design) Bridge Design Specifications, AASHTO's LRFD Bridge Construction Specifications, the New Jersey Department of Transportation's Bridge and Roadway Design Manuals, OSHA, the National Electric Code, and any applicable regulations, policies, and Denver Service Center work flows. The current bridge is a temporary truss bridge. It is semi-continuous and fracture critical. The bridge and the deck systems were fabricated by Mabey Inc. The bridge consists of 17 spans; it has 16 piers (bents). Span lengths range from 59 ft. to 89 ft. The bridge has a roadway width of 18 ft., curb-to-curb, and a 6.5 ft. wide walkway. The distance between the centerlines of the trusses is 27'-0". Except for Span 11, which is simply supported, spans are made continuous by the insertion of pins in the top chords of the trusses at each of the bents. As per the 2014 inspection report, the bridge has an AASHTO HS20 load rating. Each end of each bent is comprised of a single vertical pile and a battered pile, except for Bent 10 which consists of a single vertical pile and 4 battered piles (Bent 10 is intended to resist the longitudinal load imposed on the bridge). In 2003, all piles were encapsulated with concrete filled fiberglass reinforced polymer (FRP) composite jackets to arrest rusting of the steel. There is an additional vertical pile on the north side of Bent 8 (referred to as a "sister pile"). This pile was apparently installed when the bridge was erected to compensate for misalignment of the vertical pile which was not located directly under the bearing. The entire project will be constructed under a single prime contract. Capability Information: 1. Past Performance: Interested vendors shall submit 3-5 examples of past performance on similar projects in scope and costs that occurred within the last 10 years. Projects cited should demonstrate that the Contractor has the technical capability, skills and experience to successfully: (a). Provide 3 - 5 examples of completion of bridge engineering and repairs of similar scope within the past 10 years. (b). Demonstrate prior experience of collaboration between a construction team and a design team on a minimum of two (2) projects of similar size and complexity. (c). Demonstrate experience repairing structures in marine environments. (d). Demonstrate prior experience in maintaining pedestrian and vehicle access for bridges during construction. 2. Financial Capability: Interested vendors shall have acted as the prime contractor on projects with an estimated range of $5 - $10M providing examples and a determination that your company possesses sufficient resources to successfully complete this project. 3. Project Management: The contractor shall demonstrate qualifications, experience, and credentials on past project teams to include subcontractors on and how the project team enhanced and ensured a well-coordinated and successful outcome for each project listed.
