- The purpose of this amendment is to: 1) Answer prospective offeror's questions; 2) Add Federal Acquisition Regulation clause 52.248-1, Value Engineering (See Attachment 52.248-1); and 3) To extend the Response Due Date from 04/22/2016 to 10:00 AM ET on 04/27/2016. An acknowledgement of this amendment must be included with the quote submittal. See Block 11 above. Do not submit quote through FedConnect. Q1. After reviewing the original SOW and the revised SOW it is still unclear as to how to handle the asbestos mastic on the second floor PLYWOOD subfloor. As you know there is no way to remove the mastic/glue from the plywood, are we to bid on removing the plywood on the entire second floor completely? or possibly install new plywood over the old with mastic in place? Please let me know on how to bid this item as it is a major part of this SOW. A1. Abate by removal, per Statement of Work (SOW) Para 1 C. until passed by industrial Hygienist per SOW Asbestos Para. 7. on page 11. Subsequent overlay of plywood is outside of SOW and will performed by others. No change to specifications required. Q2. What do you do with the exterior walls around the foundation where insufficient water proofing is evident and Mold is in continuous growth due the insufficient construction impacts. Especially on the sides and the rear? A2. A waterproofing and drainage project was performed prior to this project. No change to specifications required. Q3. In each Quad unit, the Floor Tiles are evident to have Floor Mastic containing levels of Chrysotile asbestos. The basement level flooring is installed on concrete surfaces and makes it easier to abate, but however the top two units are adhered to 3/4" T&G Plywood Flooring. How do you intend for the abatement process to be handled for the Mastic that has intrusions between each joint over the years? Will this subfloor need to be completely abated / demoed and disposed of? A3. See A1 above. Q4. The Scope of Work states to utilize the antimicrobial solution treatment process for removing the existing Mold in all areas and then repeating the scrubbing and wiping process. Will the Dry Ice Mold removal process be an acceptable method of removal? A4. Contractor should price as specified. No change to specifications required. Federal Acquisition Regulation (FAR) clause 52.248-1, Value Engineering, is added to the solicitation in the event that opportunities present themselves, after award, that may result in reducing the overall projected cost to the National Park Service without impairing essential Government desired results as define in the SOW. Q5. After visiting the site last week, we found and abundance of LBP visible on the exterior porches, nothing was stated in the SOW for this. Will this need to be addressed in the proposal from all providers? A5. Exterior is not in the scope of this project. No change to specifications required. Q6. The SOW states throughout, that the furniture, fixtures and appliances are to be removed by the contractor, on the last page (12) line item 2. States that the Government will remove all furnishings and appliances. Who will be responsible? If the contractor is responsible, will the Government take possession of all the Cabinets, sinks, toilets, shower units etc. and have a place to store on site? And should the contractor supply pricing in proposal for such? A6. Line 2 page 12 is correct, the Government will remove appliances and furnishings only. All other items not specifically called out for Government removal will be removed by the contractor as required by the SOW. No change to specifications required. Q7. It is understood that the contractor is to provide a new Asbestos Survey Report for the project. Since the original survey was done in 2001, if reinstalled or new products were installed into the units such as Popcorn Blown ceilings were to come back positive, would this be handled as a change order or how would it be handled? A7. Any subsurface or latent physical conditions differing materially from those indicated in the Request for Quote or unknown unusual physical conditions encountered at the site will be handled pursuant to the FAR Clause 52.212-4(c),Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties. Q8. How does the Roof decking need to be priced if any new surveys come back positive with Mold spores that reflect the decking to be completely replaced due to extreme deterioration? Change order or price in original proposal. A8. See A7. Q9. When the new asbestos survey report is implemented or conducted, can alternate means and methods be utilized as a V/E deduction of cost to the client and a cleaner more efficient product be conducted? Augusta, Maine EPA Department has been briefed on the product in which we will propose. A9. See A4. Q10. Will the contractor worker be eligible to stay on site during construction is being performed? At a cost of what is reprehensive of the Park? A10. Housing on site is not operated by the Government, any arrangement for housing is not part of this contract and shall not be discussed in this document. No change to specifications required. Q11. Is there a possibility of having this proposal due date extended for a short period of time? A11. Response Due Date is extended from 04/22/2016 to 10:00 AM ET on 04/27/2016. Q12. What is required to secure the work area from summer guests? A12. Means and methods for compliance are up to the contractor. No change to specifications required. Q13. What precautions shall be taken to keep pedestrians off the premise during the construction demo phase? Caution Tape, Net fencing etc. A13. See A12. Q14. Does the Contractor need to be licensed in pesticides? A14. Only if contractor selects a registered pesticide. Contractor should be licensed on any material they use. Pesticides must be cleared in advance. Furnish Safety Data Sheets (SDSs) (formerly known as Material Safety Data Sheets or MSDSs) sheets for all chemicals used..
