- THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. THIS IS NOT A REQUEST FOR OFFERORS OR PROPOSALS. THIS NOTICE DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR AWARD A CONTRACT. INFORMATION RECEIVED WILL BE USED TO DETERMINE THE AVAILABILITY OF TECHNICALLY CAPABLE AND OTHERWISE RESPONSIBLE FIRMS THAT WOULD BE INTERESTED IN SUBMITING OFFERS. The National Park Service (NPS), Midwest Regional Office, Major Acquisition Buying Office is conducting a market survey seeking competent and qualified firms to provide exterior painting services on four buildings located within Sleeping Bear Dunes National Lakeshore (SLBE). If solicited, the project will include the prep and paint of buildings which have tested positive for lead based paint. The project will also include the removal of asbestos window glazing and re-application of glaze with Park approved glazing material. If a solicitation is issued, an award date is anticipated for July 2016. The current estimated contract value is between $25,000 and $100,000. The project duration will be 45 calendar days from issuance of a notice to proceed. The North American Industry Classification System (NAICS) code for this procurement will be 238320 - Painting and Wall Covering Contractors. The Small Business Size Standard is $15.0 million. SUMMARY SCOPE OF SERVICES The Contractor shall provide all certifications, licensing, labor, tools, materials, and equipment necessary to complete the exterior painting of the four structures in Sleeping Bear Dunes National Lakeshore listed on the attached location sheet. The estimated height of the highest structure is 25 feet. The squared footage provided is ONLY an estimate. General work will include: Paint all exterior walls, fascia, soffit, window, doors, frames and trim. Removal of asbestos glazing from windows and re-glaze windows with approved glazing material. The work is located at several locations within the Sleeping Bear Dunes National Lakeshore. A list of the locations, addresses, estimated square footage is provided below: Tweddle Farmhouse, Estimated at 2,500 square feet, 9953 Stormer Road, Honor, MI Dechow/Klett Farmhouse, Estimated at 2,240 square feet, 3991 S. Goodharbor Trail, Cedar, MI Kropp Farmhouse, estimated at 2,870 square feet, 3025 S. Manitou Trail, Cedar, MI Kropp Privy, estimated at 180 square feet, 3025 S. Manitou Trail, Cedar, MI Painting contractors capable of performing as a prime contractor that meet the requirements stated above are encouraged to submit capability statements no more than two pages in length. Capability statements must include the following information. 1. Name, address, business size, DUNS number, and annual revenue for the past 3 years. 2. Company status: 8(a), small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and/or women-owned small business. 3. Affiliate information: parent company, joint venture partners, or potential teaming partners. 4. A list of similarly scoped projects performed within the last three years. Please include a point of contact name, point of contact phone number, project name and contract number. 5. A positive statement of your intention to propose as a prime contractor on any solicitation that may be released as a result of this sources sought notice. Interested firms having the capabilities necessary to meet or exceed the stated requirements are encouraged to submit responses addressing each of the criteria (1-5) as stated above. All responses shall be submitted to Rhonda Widick at rhonda_widick@nps.gov no later than 2:00 PM, CST April 25, 2016. Please reference "SLBE Exterior Painting Sources Sought" in any email response. This sources sought notice is for informational and planning purposes only. It does not constitute a solicitation and is not to be considered as a commitment by the Government. A Contracting Officer's determination will be made to set any projects aside, resulting from this notice, for small or disadvantaged businesses from the qualified sources submitted from this request; therefore, all interested firms are encouraged to submit a response. All firms responding to this sources sought notice are advised that their response to this notice will not be considered for award, all interested parties will be required to respond separately to any solicitations posted as a result of this sources sought notice.
