Description
SYNOPSIS The United States Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Fort Detrick, on behalf of the Naval Medical Research Unit No. 3 (NAMRU-3), is providing notice that a Request for Proposal (RFP) will be issued on or about 6 May 2016 with an anticipated contract award on or about 15 Sep 2016. This requirement is a total small business set-aside. The resulting contract anticipated is a single award, indefinite delivery indefinite quantity (IDIQ) contract with an ordering ceiling of $32M with a guaranteed minimum of $2,500 that will be met through the first task order. The mission of the (NAMRU-3) is to study, monitor and detect emerging and re-emerging disease threats of military and public health importance, and to develop mitigation strategies against these threats in partnership with host nations and international and US agencies in CENTCOM, EUCOM, and AFRICOM areas of responsibility (AORs). Examples of some of NAMRU-3's scientific programs include Bacterial and Parasitic Disease Research Program (BPDRP), Viral and Zoonotic Disease Research Program (VZDRP), Vector Biology Research Program (VBRP), Global Disease Detection and Response Program (GDDRP), and it's Ghana Detachment. NAMRU-3 has a need for on-site contractor support services to (1) provide management between the US Government and potentially foreign personnel located in Egypt and/or specific Areas of Responsibilities (AOR); and (2) assist in the design and execution of field and laboratory research related to emerging infectious diseases. The Government anticipates awarding a single Indefinite-Delivery Indefinite-Quantity contract with an ordering period of five (5) years and that all delivery orders under this IDIQ contract will be either Firm Fixed Price or Cost Plus Fixed Fee. The source selection approach for this acquisition will follow a Lowest Price Technically Acceptable approach in accordance with FAR 15.101-2. The applicable NAICS Code is 541712 - Research and Development in the Physical, Engineering and Life Sciences (except Biotechnology) with a size standard of 1000 employees. The primary site of performance for this potential requirement is NAMRU-3, Cairo, Egypt; however, there may be significant travel required to other areas within Egypt as well as to surrounding countries within the CENTCOM AOR/Middle East region (e.g., Jordan, Oman, Sudan) to perform field surveillance and research related to infectious disease outbreak support, laboratory capacity building, and training initiatives. Due to the unique staffing requirements involved with performance in OCONUS/FOREIGN locations, interested parties to this RFP should address - in addition to the technical aspects above - capability and familiarity with engaging foreign personnel and ensuring compliance with local (Egypt) laws and observances, as well as US Department of State requirements. All interested parties can view, download, and print a copy of the solicitation and any resulting amendments when released on or about 9 May 2016 from this website. No paper copies of the RFP will be provided and no mailing list will be maintained because the acquisition will be posted on the FedbizOpps (FBO) website. Answers to all questions received by the date specified will be posted to the FBO website by amendment to the solicitation. The Government will not guarantee a response to any question after the submission deadline stated in the solicitation.
