Description
FACS RFI Questionnaire THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THIS RFI IS FOR PLANNING PURPOSES, AND DOES NOT CONSTITUTE AN INVITATION FOR BIDS, REQUEST FOR PROPOSAL (RFP), OR REQUEST FOR QUOTES. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not reimburse respondents for any cost associated with the submission of information being requested or reimburse expenses incurred to the interested parties for responses. The Government is under no obligation to conduct discussions or request demonstration. Issuance of this RFI does not restrict the Government as to its ultimate acquisition approach. The United States Army CECOM LCMC Security Assistance Management Directorate (SAMD) is conducting this RFI to determine potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement to develop Electronic Countermeasures (ECM) capabilities as described below on behalf of the DoD Executive Agent and Single Manager for Military Ground-Based Counter Radio-Controlled Improvised Explosive Device Electronic Warfare (CREW) Technology. This is a Request for Information (RFI) for planning purposes, to survey capabilities for an exportable Mounted CREW System to support Foreign Military Sales (FMS) cases. This mounted CREW system will be required to provide force protection against RCIED threats in tactical vehicles. The U.S. Government requests that interested parties submit their system specification, white paper that describes their system capabilities, and completed System Attributes Questionnaire provided. Simplicity is paramount. Additional information for completing the System Attributes data call spreadsheet by Section is provided as follows: 1. Classification: The desired mounted CREW system is a Commercial Off-The- Shelf (COTS) solution. For U.S. Vendors: The mounted CREW system must not contain any export controlled technologies. 2. Performance: The mounted CREW system will be required to provide protection against Radio Frequency Triggers used to detonate IEDs. 3. Size, Weight, and Power (SWaP): With the allotted space within the tactical vehicles established, it is the Government's intent to maximize the reuse of existing FMS case dependent CREW system parts such as antenna mounts and vehicle wiring. Reuse dimensions: 18" H x 22" W x 30" D (457.2mm H x 558.8mm W x 762mm D). 4. System Design: All system labels and readouts must have the ability to be displayed in FMS case dependent language(s). All system antennas will be required to be ruggedized and able to withstand low hanging debris and environmental obstructions. Simple, error proof installation, operation, and maintenance is essential. 5. Environmental Design: System must operate and be storable in temperature environments between 0 degrees F (-18 degrees C) to 122 degrees F (50 degrees C). The Government requests RFI responses include environmental testing results for completed tests. 6. Safety: The mounted CREW system must minimize hazards to personal health and safety. 7. Sustainability: The mounted CREW system must be sustained without Original Equipment Manufacturer (OEM) and/or Field Support Representatives (FSRs) support. 8. Reliability: the system must have a >90% meantime between failures. 9. Training: a training package shall include a "train the trainer" package; simple Installation, Operating, and Maintenance Instructions and be in both FMS case dependent language(s) and English. 10. Production: Vendor must have the ability to produce/manufacture up to 3000 systems per year. Requested Information - RFI Format: In addition to providing the completed System Attributes data call spreadsheet (Copy of 2016_04_05_FACS RFI Questionnaire.xlsx) interested parties are requested to respond to this RFI with a white paper in Microsoft Word Office 2007 compatible format. RFI responses are limited to 15 pages, including cover and administrative pages. Response documents shall be written using a 10 point font size or larger. The paper must include company name, company address, overnight delivery address (if different from mailing address), cage code, point of contact, e-mail address, telephone number, fax number; business size, unique qualifiers (e.g. large, foreign, small disadvantage, veteran owned, woman owned, etc.). The Government acknowledges its obligation under 18 U.S.C. 1905 to protect information qualifying as confidential under this statute. Pursuant to this statute, the Government is willing to accept any proprietary (e.g., trade secret) restrictions placed on qualifying data forwarded in response and to protect it from unauthorized disclosure subject to the following: 1. Clearly and conspicuously mark qualifying data with the restrictive legend (all caps) PROPRIETARY with any explanatory text, so that the Government is clearly notified of what data needs to be appropriately protected. 2. In marking such data, please take care to mark only those portions of the data or materials that are truly proprietary (over breadth in marking inappropriate data as proprietary may diminish or eliminate the usefulness of your response-see item 3 below). Use circling, underscoring, highlighting or any other appropriate means to indicate those portions of a single page which are to be protected. 3. The Government is not obligated to protect unmarked data. Additionally, marked data that is already in the public domain or in the possession of the Government or third parties, or is afterward placed into the public domain by the owner or another party through no fault of the Government will not be protected once in the public domain. Data already in the possession of the Government will be protected in accordance with the Government's rights in the data. 4. Proprietary data transmitted electronically, whether by physical media or not, whether by the respondent or by the government, shall contain the proprietary legend, with any explanatory text, on both the cover of the transmittal e-mail and the beginning of the file itself. Where appropriate for only portions of an electronic file, identify where the restrictive legends proprietary portion begins and where the proprietary portion ends. Industry Discussions: The Government may or may not elect to choose to meet with potential responders based on its analysis of the RFI responses, to include the quality of submission and level and scope of the information. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. The Government may or may not include visiting the contractor facilities to assess firsthand the validity of described capabilities and, if needed, its demonstration. Any capability and demonstration must be available for Government assessment no later than 17 May 2016. Questions regarding this announcement shall be submitted in writing by e-mail to the Point of Contact, steven.c.cooper8.ctr@mail.mil. Verbal questions will NOT be accepted. Questions will NOT contain proprietary or classified information. The Government does not guarantee that questions received after 17 May 2016 will be answered. Response Deadline and Submissions: Parties may begin submitting responses to this request for information immediately with all white paper and System Attributes data call spreadsheet submissions due no later than 17 May 2016.
