Description
This is NOT a solicitation for proposals. No contract will be awarded from this announcement. It is ONLY a market survey/request for written information only. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement that may arise related to this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The U.S. Coast Guard is seeking interested vendors with successful past performance as well as current relevant experience including personnel, equipment, capability and bonding capacity to remove and replace the existing balcony deck and membrane, brick parapet wall, and some window lintels at the O'Club and VIP wing of Yeaton Hall, U.S. Coast Guard Academy, New London, CT. The project includes the following tasks: • Remove existing balcony deck, membrane, and insulation down to the structural concrete deck and replace with a fully adhered membrane waterproofing system including vapor barrier, polyisocyanurate insulation, tapered insulation board, ½" cover board, 60 mil PCV membrane, flashing, etc for a complete water tight system. • Remove and replace existing balcony deck drains and covers, four (4) locations. • Remove existing brick parapet walls and concrete caps. • Remove, salvage, and recycle existing copper and lead coated copper flashing; provide new 20oz copper and lead coated copper coping flashing as noted. • Remove surface mounted electrical conduit, wiring, switched, receptacles, and other items as noted. • Existing awning and frame to remain; remove, salvage, and reinstall or temporarily support and protect in-place as required to complete project. • Patch and repair existing structural slab as required. Provide allowance for repair of 100 linear feet of epoxy cracks in structural slab and unit price per linear foot of additional repair. • Provide new flashing at building walls, parapet walls, pipe penetrations, etc. • Remove existing sealant at joint between the masonry wall and counter flashing, replace counter flashing with 20 oz lead coated copper flashing, and re-point joints with lime mortar. Clean out loose and deteriorated mortar joints in brick walls to remain and re-point joints with lime mortar. Provide new brick and concrete parapet wall with new cast concrete cap. Provide new scupper drains in new parapet wall as shown on drawings. • Provide removable concrete paver and pedestal system for the finished terrace deck. Provide new galvanized and painted steel railing and awning supports on top of wall. • Provide all electrical conduits, boxes, wiring, switches, receptacles, cover plates, etc. as noted. Provide LED wall light fixtures, controller and photo cell, etc. as noted. Provide new electrical circuits back to panel in galley and additional items as noted. • Remove four (4-5) courses of brick above each window to receive new lintels as noted on drawings. Remove existing lintels and replace with new galvanized and painted steel lintels, lead coated copper head flashing with end dams, and new brick to match existing. Remove and replace existing exterior wood fascia and moulding trim, repair or replace damaged fascia blocking. Encapsulate remaining lead based paint on wood trim, etc. with required primer. • Prepare and paint exterior wood trim, surface mounted conduit, and frame for the awing with primer and 2 coats of exterior paint. • Bid Option #1: Remove and replace individual damaged brick in façade; including cracked brick, brick with spalled faces. Assume 75 bricks in addition to the bricks to be replaced as part of the base bid. The estimated value of the procurement is between $500,000 and $600,000. Bid, payment and performance bonds will be required, as appropriate. The performance period is approximately 110 calendar days after award and 7 calendar days for the option bid item. The U.S. Coast Guard is considering setting aside an acquisition for this work to one of the following types of business concerns: • HUBZone Small Business concerns • Service-Disabled Veteran-Owned Small Business concerns (SDVOSB) concerns • 8(a) certified Small Business concerns • Woman-Owned Small Business concerns • Small Business concerns The applicable North American Industry Classification System (NAICS) code is 238140, Masonry Contractors, with a small business size standard of $15.0 Million. In accordance with FAR Part 19, if your firm is one of the above small business types and you intend to submit an offer on this acquisition, please respond by e-mail to the primary point of contact. Your response should include the following: (a) Positive statement of your intent to submit a bid for this solicitation as the prime contractor (b) Statement identifying your specific certified small business status (c) Evidence of bonding capacity to the maximum magnitude of the project, to include both single and aggregate totals, and (d) Evidence of having successfully performed similar work to include contract names/reference numbers, project titles, dollar amounts, points of contact and telephone numbers. The Government will determine an appropriate set-aside based on information received by the response date (25 April 2016).
