Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation VA251-16-Q-0241 is issued as a request for quote (RFQ). The North American Industry Classification System (NAICS) Code 221310 and a Business Size Standard of $27.5 mil or less as applicable. This procurement is a total small business set aside and the Contractor shall be small business in order to be considered. This procurement will be awarded on a Lowest Price Technically Acceptable (LPTA basis). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-87. No telephone requests will be accepted. Specifications for Three Custom Built Water Purification Units The Government has a requirement for three (3) custom built water purification units at the VA Saginaw located at 1500 Weiss Road, CLC Building 22, SPS Building 1, and the Facility Water Main, Saginaw, MI 48602.These water filtration units are the final phase of the VA Saginaw's initiative to implement a water processing system that eliminates biofilm in the hospital. This system shall establish a best practice to monitor and mitigate risk associated with the growth and transmission of bacteria in associated applications to improve patient safety. The key area for elimination for these custom built water filtration units is legionella. The Contractor shall provide all material for custom built units which remove all existing biofilm, deter future biofilm formation, and mitigate microbial growth thus creating a continuous sanitizing system. By improving the Oxidation Reduction Potential (ORP) beyond the capability of existing chemical concentrations, the units shall enhance the efficacy of sanitizers and increases ORP in excess of 650mV killing planktonic organisms instantaneously. The custom built units shall mitigate the growth of bacteria in the cooling towers on a continuous basis by conditioning the water, as well as filtering it through the water filtration units. This requirement for water filtration units will be put in each of the three (3) cooling towers at the Ann Arbor VA Hospital. The three (3) Cooling Towers will each have the following components: Mounted on a compact skid, for recycling of water it will be located next to the cooling tower or below the cooling tower if recycling of water is not an option. 5.5KW recirculating pump giving constant flow and water pressure. Water conditioning to change the characteristics of the minerals in the water for softer more soluble water, reduced scaling issues on fill, basin piping and associated downstream equipment. Self-cleaning backwash filter with 120 micron screen removing sediment and other associated debris. 316SS Static Mixer with controlled chemical injection point to increase the ORP for the same volume of chemical being injected. Disposable Backwash Sock Filter that removes sediment and allows chemical laden water to be circulated back into the system. The Contractor shall ensure the water filtration units meet the existing cooling tower configuration and components for VA to do the installation. This will include any design that will be necessary to ensure the water filtration system is compatible in all aspects. The clause at 52.212.4 Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, applies to this acquisition which shall include the following clauses: 52.203-99, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-34. This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text.
