- AIR 4.3 Draft SOW DESCRIPTION: THIS REQUIREMENT IS SMALL BUSINESS SET-ASIDE PRE-SOLICITATION RFP NOTICE: This requirement is for engineering and technical support services in support of AIR-4.3 Air Vehicle Competency. THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. In accordance with Federal Acquisition Regulation (FAR) Part 15, the Naval Air Warfare Center, Aircraft Division (NAWCAD), Patuxent River, MD intends to conduct a small business set-aside competition for engineering and technical services to support the AIR 4.3 Air Vehicle Department. The Government is hereby releasing a DRAFT Statement of Work (SOW). Please note that all subsequent Request for Proposal (RFP) and/or amendment(s) and publicly releasable documentation will reside on FedBizOps. It is recommended that interested Offerors check the site frequently for any updates. This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. ELIGIBILITY: The Government intends to award this requirement as a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The applicable NAICS code for this requirement is 541330 with a current size standard of $4.5M. The Product Service Code (PSC) for this contract is 8711 (Engineering Services) PROGRAM INFORMATION: The Air Vehicle Competency of the Naval Air Warfare Center Aircraft Division (NAWCAD) performs engineering technology development efforts associated with the full life cycle of maritime and ship-based air vehicles and their associated subsystems. The competency carries out its work by providing uniquely qualified technical personnel to Integrated Program Teams (IPTs), Externally Directed Teams (EDTs) and by conducting enterprise programs, and covers both manned and unmanned air vehicles. The competency encompasses air vehicle related engineering and technical areas covering Air Vehicle Systems Engineering, Aeromechanics, Structures, Materials and Vehicle Subsystems. The contractor shall provide engineering and technical support to the Air Vehicle Competency in: •· Systems Engineering and Technical Planning in support of new technologies and platforms required to meet new threats and missions. •· Project Management support to both support execution of the technical, programmatical, and administrative support tasking required by the contract, and to manage the financial and schedule aspects of required tasks. •· Development, characterization, testing and implementation of metallic\ceramic materials, composite/non-metallic materials, organic and inorganic material coatings, operational chemicals, nondestructive testing and inspection techniques and procedures, and corrosion protection technologies in support of military and non-military aircraft, support equipment, and propulsion systems. •· Engineering support for structural engineering, integrity and testing, aeromechanics systems, and aircraft subsystems for military and non-military aircraft, support equipment, and propulsion systems. •· Non-engineering support for documentation/proposal preparation and maintenance. These services are currently being performed to meet the requirement under Task Order N00178-06-D-4724-M801, awarded to Compass Systems, Inc. The NAVAIR Freedom of Information Act (FOIA) website is http://foia.navair.navy.mil. GENERAL INFORMATION: It is anticipated that this effort will have an ordering period of five (5) years. The anticipated Period of Performance is 17 January 2017 through 16 January 2022. The estimated total level of effort is approximately 54,144 man-hours per year. Refer to Attachment (1) DRAFT SOW for detailed information pertaining to the Labor Categories and qualification under this requirement. CONTRACT TYPE: The Contract type expected to be awarded is a Cost-Plus-Fixed-Fee (CPFF)/Cost Reimbursement vehicle. The current contract N00178-06-D-4724-M801 contains CPFF CLINs (Labor) and Cost-type CLINs (ODCs - Material/Travel). Since the resultant contract will be a cost-type, the successful awardee will be required to have a Government approved accounting system upon award. NOTE: This is no commitment by the Government to make an award or to be responsible for any monies expended by any interested parties in support of the effort mentioned above.
