Description
In the 1960's the U. S. Navy commissioned the South building and in the early 1970's commissioned the North building. In the late 1990's, the U. S. Navy, turned the property and buildings over to the USDA Forest Service. The Forest Service rebuilt the two buildings, adding a "bridge" structure between the other two structures, which now comprise the roof. Subsequently, in 2012, the USDA Forest Service installed a new foam roof. There was an error in the contract that resulted in silicone being used as the protective agent for the foam, rather than a protective non-slip grit material. The roof, when wet is extremely dangerous as it becomes very slick, like ice, and promotes slippage and falls. There was never a safety handrail installed on the roofs. Also, the building was designed to prevent access, thus preventing lifts to be used in exterior maintenance. The purpose of this contract is to provide for design and installation of a safety railing system, tie downs for gondolas to access the sides of the buildings for maintenance and to install safety non-slip pathways. This Design-Build process will have two distinct phases. Phase 1 will be the pre-qualification process, where the Government will select up to three to four contractors on the basis of their qualifications and preliminary proposal(s). Only the selected contractors will then qualify for the Phase 2 process. In Phase 2 of the procurement procedure, Offerors will be given the opportunity to offer their preliminary design and/or technical approach and cost proposals. Final selection and basis for award of the Design-Build contract will be qualifications, past experience, technical quality, price, and other salient factors considered to be the best value to the Government. The best value approach provides the opportunity to select an offeror who is not necessarily the lowest priced or the highest technically-ranked. If awarded the contract, the Offeror shall provide and complete all necessary and required design and contraction documents, and complete construction in compliance with these requirements.
