Description

PURPOSE: The purpose of this announcement is to provide advance notice to Industry that the FAA plans to hold a Pre-Proposal Conference for the Major Mechanical Sustainment (MMS) Project at the FAA ™s Salt Lake City ARTCC in Salt Lake City, Utah in anticipation of the release of the solicitation. GOAL: The goal of the Pre-Proposal Conference is to improve Industry ™s understanding of the solicitation. The conference will explain or clarify to Industry the procurement requirements. The Government will provide to the contractor community, the following: Answer questions about the solicitation and/or specifications. Provide clarifications on the solicitation. Emphasize FAA expectations for this project. Emphasize FAA ™s goals for this project. ANTICIPATED SOLICITATION RELEASE DATE: Friday, May 6, 2016. ESTIMATED DOLLAR VALUE: Between $5,000,000 and $10,000,000. LOCATION: The Pre-Proposal Conference will be held at the: Residence Inn Salt Lake City Downtown 285 West Broadway (300 S) Salt Lake City, Utah 84101 Conference Room DATE: The MMS Pre-Proposal Conference will be held on Wednesday, May 25, 2016 from 1:00 p.m. to 5:00 p.m. local time. Parking at the hotel is free. (The hotel will provide a parking pass for the event). REGISTRATION: Space is limited and registration is recommended to attend. To register, visit Survey Monkey at https://www.surveymonkey.com/r/TQJW5MP. Once space is filled we can no longer take additional registrations. Online registration closes on 05/23/2016 at 4:00pm Pacific Time. Walk-ins are welcome but will be requested to sign-in upon arrival. AGENDA: See Attachment A. BUSINESS TYPE PARTICIPATION: It is anticipated that a tiered evaluation will be used in the source selection: a) Tier 1: Small businesses. b) Tier 2: Other-than small businesses and responsible, competitive offers from the previous tier. Both Other-than small businesses and Small Businesses are encouraged to participate in the Pre-Proposal Conference, since information provided in this Session are beneficial for both the Government, Industry and ultimately, the project. ATTENDANCE: Attendance is NOT required for any potential bidder in order to submit a proposal; however it is encouraged and recommended. Notice to Participants: The list of attendees is subject to public release. SOLICITATION QUESTIONS: As will be stated in the solicitation, all contractors proposing this project desiring an interpretation or clarification of the specifications, drawings, contract terms and conditions, etc., must make their request by EMAIL to Elaina Audette at elaina.d.audette@faa.gov. Telephone questions will not be accepted. The requestor shall provide a company name, point-of-contact name, address and telephone number; as well as a return e-mail address or FAX number. The Contracting Officer is the ONLY person authorized to make clarifications, interpretations, or changes to the solicitation. QUESTIONS DURING THE CONFERENCE: The FAA will attempt to provide oral responses to all questions, including both those submitted in writing during the conference and those asked during the pre-proposal conference. Any answers furnished during the conference are preliminary and will not be official until the Contracting Officer has provided answers in writing. Each written response will replace and supersede, to the extent it is inconsistent in any way, the oral response provided at the pre-proposal conference. ALL QUESTIONS ARE DUE BY: Wednesday, June 8, 2016 at 2:00PM PACIFIC TIME. GOVERNMENT POINT OF CONTACT: All contractual and technical questions regarding this announcement must be in writing (email is acceptable) and submitted to the following: Elaina Audette - FAA Contracting Officer elaina.d.audette@faa.gov ADDITIONAL INFORMATION: This announcement is not intended to guarantee procurement of any services, and shall not be construed as a commitment by the Government to enter into a contract. All interested vendors are advised that the FAA will not pay for any information, travel or any administrative costs incurred that are associated with any response received from industry in response to this Pre-Proposal Conference. Therefore, any costs associated with vendor's Pre-Proposal Conference submissions will be solely at the interested vendor's expense. The Government is not liable for costs associated with the preparation, submittal of inquiries or responses for this announcement and will not reimburse any firm for costs incurred in responding to this announcement.
