- Description
- The U.S. EPA Region III has a requirement for a Indefinite Delivery/Indefinite Quantity Time and Materials contract for Emergency and Rapid Response Services (ERRS) for the removal of hazardous substances to be conducted under Section 104 of the Comprehensive Environmental Response, Compensation and Liability Act of 1980 (Superfund), as amended; Section 311 of the Clean Water Act (CWA) as amended by the Oil Pollution Act of 1990; Subtitle I of the Resource Conservation Recovery Act (RCRA) and pursuant to the National Oil and Hazardous Substances Pollution Contingency Plan (NCP); Presidential Decision Document (PDD) #39; the Robert T. Stafford National Disaster Act and pursuant to the Federal Response Plan (FRP). It is anticipated that RFP Number SOL-R3-15-00006 will be issued in April 2016. The proposed contract will include a minimum of $500,000 of work, and a maximum to be negotiated. The period of performance will be for a five (5) year base. The successful contractor will provide necessary cleanup equipment, personnel, materials and other resources to mitigate or eliminate any hazard or damage to the environment resulting from a release, or a threat of release of oil, petroleum products, hazardous substances, pollutants, or contaminants into the environment; the threat of fire and explosion and incidents involving terrorist acts, weapons of mass destruction and nuclear-biological-chemical incidents; natural disasters. The response services are for the EPA, Region III (Pennsylvania, Maryland, Delaware, Virginia, West Virginia, and the District of Columbia). It is anticipated that the RFP will result in one (1) each contract award with primary response coverage of 6 to 48 hours; and a Level A response throughout the Region depending on the urgency. This solicitation is unrestricted.
