**UPDATE** 19 April 2016 Foreign contractors are not authorized to participate in the GBSD program. ______________________________________________________________________ **UPDATE** 4 March 2016 A Request for Information (RFI) #4 and Draft Request for Proposal (RF) #2 has been released. The RFI and draft RFP package, including unclassified/ restricted documents are available in the Bidder's Library. Access to the site is restricted to two employees from each location of a company/organization to download and distribute as appropriate. To gain access, please contact both Jeremy Bodin, Contracting Officer at jeremy.bodin@us.af.mil and Jaime Veglia, Contract Negotiator, at jaime.veglia.1@us.af.mil. Please include your name, email address, office phone number, company, and Cage code. The following clearances and visit requests MUST be submitted in JPAS: o SMO Code HP1MFGBSD, GBSD o Point of Contact: GBSD Bidder's Library **UPDATE** 29 February 2016 he GBSD TMRR effort has established an unclassified Bidder's Library. The unclassified bidder's library is hosted on a SharePoint. All prior, approved requests for access have been granted access. If you have not received an email from the SharePoint site, please contact Ms. Jaime Veglia immediately. At this time, there are a few documents in the bidder's library, including the MBSE Data Exchange documents. Also, there is a test page and "FAQ About Site" folder. The test page will allow you to demonstrate access into the library and download capability. The folder "FAQ About Site" will provide details on how to create alerts for the site so users will know when changes are made. It is anticipated that documents related to the Second Draft Request for Proposal (RFP) will be posted to the Bidder's Library. We anticipate that all Section J documentation will be posted by release of the RFP. Access is restricted to two employees from each location of a company/organization. To gain access to the Bidder's Library, please do the following: •· Email Jaime Veglia, Contract Specialist, at jaime.veglia.1@us.af.mil. Please include the name, email address, and phone of the individuals requesting access. •· T he following clearances and visit requests MUST be submitted in JPAS: •o SMO Code HP1MFGBSD, GBSD •o Point of Contact: GBSD Bidder's Library _________________________________________________________________ **UPDATE** 26 February 2016 Total Weapon System MBSE Practice Data Exchange The Government is interested in performing a data exchange with interested primes for the GBSD effort in TMRR. The purpose of the data exchange is to establish clear communications to understand the data environment between the Government and contractor systems in regards to how the Total Weapon System Model Based Systems Engineering (MBSE) interactions will take place. The data used for these exchanges are NOTIONAL files and will NOT be used for proposal evaluation purposes. The End-to-End data exchange goals are: 1) Ensure contractors can receive and use the government architecture 2) Ensure the government intent of providing (GPAE)s identified within the SOW to be incorporated into the contractor's Weapon System Architecture Model (WSAM) solution is clear and can be accomplished. 3) Ensure the government can receive and review the contractor (WSAM) solutions with GPAEs included. 4) Solicit contractor input and obtain preliminary concurrence on input and output data for various tools identified within the analytical architecture. The 3DOF analysis tool is being used within this data exchange as the example. The shared data are described within the Database folder; mission.txt, environment.txt, stage_1.dat etc. In order to open the data exchange file, please go to the GBSD Bidders' Library. The data is in the 'MBSE Data Exchange folder in a zip file called 'GBSD End to End Data Exchange.zip.' There is a 'read-me' file with the specific instructions for the data exchange. The intent is for the contractors to open the Government Provided Architecture Elements (GPAE) and then make some minor NOTIONAL changes to the files to demonstrate the process then to send the completed files back to the government to practice the MBSE exchange process expected in the TMRR phase. Please send the updated MBSE products and any comments back to the by COB 4 March. Once the MBSE products have been submitted, if the contractor would like to discuss this further (such as at Industry Day on 8 March), please contact Ms. Jaime Veglia at jaime.veglia.1@us.af.mil. None of the content provided by the contractors will be evaluated in any way, this is simply a test of the government's communication and processes with the contractors. This practice data exchange will NOT be evaluated in any fashion. The information used from this will only be used to fine tune the government's communication of MBSE processes. ____________________________________________________________________ **Update** 23 February 2016 Air Force Global Strike Command (AFGSC) and Air Force Nuclear Weapons Center (AFNWC) are sponsoring a GBSD Industry Day at Hill Air Force Base, Utah, 8 March 2016. The Agenda and RSVP Instructions are attached. No other changes have been made. ___________________________________________________ Synopsis of Proposed Contract Action: The US Air Force Nuclear Weapons Center, Intercontinental Ballistic Missile Directorate, Ground Based Strategic Deterrent Division (AFNWC/NIC) is preparing to release a request for proposal for the Ground Based Strategic Deterrent (GBSD) Technology Maturation and Risk Reduction (TMRR) contract. The government intends to award up to two CPFF contracts for TMRR. This effort is for RDT&E services with a period of performance will be approximately 36 months. This effort will be a full and open competition. The expected official solicitation release date is April 2016, with an award date expected in the summer of FY17. The documents attached today, 29 January 2016, are draft RFP documents only. The government desires feedback on draft documents in accordance with the attached Request for Information (RFI). Attached to this posting are the Draft Solicitation/Model Contract, including Sections L and M, CRM Matrix, RFI questions and the Air Force/Navy D5 and GBSD Commonality Candidates. The draft RFP package includes unclassified, restricted documents (SOW, SEP, TEMP, 1921-T) and available on the AMERDEC SAFE site. Access to the site is restricted to one employee from each location of a company/organization to download and distribute as appropriate. To gain access to the RFI, please contact both Jeremy Bodin, Contracting Officer at jeremy.bodin@us.af.mil and Jaime Veglia, Contract Negotiator, at jaime.veglia.1@us.af.mil.
