- Description
- The NASA/SSC Office of Procurement intends to issue a Request for Proposal (RFP) for security services including: physical security operations, access control, badging, 911 dispatch center, access monitoring, traffic control and locksmith services at National Aeronautics and Space Administration (NASA) John C. Stennis Space Center (SSC), Mississippi. Other than those items identified as Government Furnished Property within the Statement of Work (SOW), the Contractor shall provide all personnel, resources and materials necessary to perform the requirements of this contract. The government intends to issue subject RFP in accordance with Federal Acquisition Regulation (FAR) Part 12, FAR Subpart 15.1, and NASA FAR Suppliment 1815.305. Any resulting award will be made in the form of a Firm-Fixed Price (FFP) contract. This competitive procurement will be a 100 percent set-aside for U.S. Small Business Administration (SBA) Certified 8(a) Program Participants. All responsible 8(a) small business sources may submit a proposal which shall be considered by this agency. The Government anticipates issuing a DRAFT RFP for this requirement on or about May 2, 2016. The anticipated issue date of the RFP NNS16572533R is on or about May 20, 2016, with an anticipated proposal due date of June 21, 2016. The anticipated base period of performance of this contract is October 1, 2016 through September 30, 2018. In the event the Government elects to excercise its option(s) pursuant to the terms of the contract, the period of performance for each option will be as set forth below: Option I October 1, 2018 - September 30, 2019 Option II October 1, 2019 - September 30, 2020 Option III October 1, 2020 - September 30, 2021 NOTE: The Government anticipates a two month phase-in period. The NAICS Code and Size Standard are 561612 - Security Guards and Patrol Services and $20.5M respectively. The offeror must possess a facility security clearance equal to or higher than "Secret" at the time of proposal submission. SITE VISIT: The government will conduct a single organized site visit for this requirement. The site visit will be for one (1) day and is tentatively scheduled for May 26, 2016. Offerors are highly encouraged to attend this site visit prior to submitting an offer as it will be the only site visit provided. Detailed site visit information will be included in the solicitation. The solicitation and any related documents will only be issued electronically. They may be accessed and downloaded at the Federal Business Opportunities (FEDBIZOPPS) website at www.fbo.gov.
