- Statement of Work The U.S. Department of Transportation, Maritime Administration, U.S. Merchant Marine Academy has a requirement for consultation services that will include evaluation of the HVAC system and an air quality assessment of the Schuyler Otis Bland Memorial Library, and provide recommendations that will eliminate the growth of mold spores in the building. A best value approach will be used to evaluate quotes. Please reference the attached statement of work for details of the requirement.
