Description
NATIONAL AERONAUTICS AND SPACE ADMINISTRATION (NASA)/Marshall Space Flight Center (MSFC) has a requirement to define the X-Ray Surveyor in preparation for the 2020 National Academy of Science's Decadal Survey of Astronomy and Astrophysics. NASA/MSFC intends to procure the service with The Smithsonian Astrophysical Observatory (SAO). This effort is to define the X-Ray Surveyor in preparation for the 2020 National Academy of Science's Decadal Survey of Astronomy and Astrophysics. This effort continues to build on decades of specific and specialized experience with NASA flagship X-ray missions between MSFC and SAO. The effort includes essential tasks to address known critical technology needs that are not covered by the usual Astrophysics Research and Analysis (APRA) and Strategic Astrophysics Technology (SAT) programs. These tasks are broken down into Science Tasks, Mission Concept Studies, and Technology Tasks. This effort includes the specialized area of large area, thin-shell, high-resolution X-Ray optics and engineering design and analysis to different designs and optical surfaces and configurations. SAO's unique qualifications of this effort are cited below: A. SAO has been deeply involved in X-ray astronomy missions and science for more than four decades. SAO's unique and specialized experience dates back to the Einstein Observatory, the first true X-ray telescope mission for extra-solar studies. The Einstein (HEAO-2) mission was managed by MSFC with major participation from SAO in the telescope, instruments, calibration and testing, data processing and analysis, and overall science operations which is critical in the implementation of this effort. SAO staff has been directly involved and versed in all aspects leading to the current X-ray Surveyor notional mission. B. SAO has unique and specialized heritage engineering knowledge and expertise of the X-Ray Surveyor. SAO is the only organization with large area, thin-shell, high-resolution optics experience. SAO maintains very specific skills that no other organization can fulfill. SAO is uniquely qualified given their skill set, past technical support of X-Ray missions, and detailed knowledge of the existing X-Ray Surveyor designs not available from any other known organization. SAO personnel have been directly involved with all phases of the instrument development and design. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 5/3/2016. Such capabilities/qualifications will be evaluated solely for the purposes of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
