No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. There is no formal solicitation at this time. This Sources Sought Synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement or incurred for participation in the Market Survey will NOT be reimbursed. All information marked as proprietary information will be safeguarded to prevent disclosures to non-Government personnel and entities. Your interest in this response is appreciated. The Crane division, Naval Surface Warfare Center is seeking prospective sources for Electromagnetic (EM) signal detection and Electronic Warfare (EW) resource optimization to explore the implications of physical positioning of single passive sensors as well as groups of passive sensors. A draft Statement of Work that is representative of a SOW that might be used in the event an actual solicitation would be issued is attached. Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the attached SOW. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Information about the JCP is located at http://www.dlis.dla.mil. The controlled attachments will be posted to FedBizOps at the same time the solicitation is posted. FedBizOps may be accessed at http://www.fbo.gov. Responses should include any prior technical documents and studies that have been published, contractors technical background, prior history, previous contract numbers worked, budgetary cost estimate to include manpower resumes, and lead time of the solution, as well as, whether the contractor can meet for technical discussions in order to provide the Government with sufficient historical background data. All interested parties are encouraged to submit company and product literature, a white paper of 20 pages, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior submissions to government and academia, reports examples with cover letter stating "examples", a budgetary estimate of performance admin personnel, and identify other associated Government contracts with similar efforts for the Government's consideration.
