Description
Paging & Intercom System Replacement at the Chicago Air Route Traffic Control Center (ZAU ARTCC) in Aurora, IL The Federal Aviation Administration (FAA) is seeking competent and qualified contractors interested in providing offers for the paging & intercom system replacement at the Chicago Air Route Traffic Control Center (ZAU ARTCC) in Aurora, IL. This is not a Screening Information Request (SIR) or Request for Proposal (RFP). See Section III for documentation required to be submitted and evaluated to determine which vendors receive the solicitation. SECTION I REQUIREMENT SCOPE This work is for the replacement of the paging and intercom system at the Chicago Air Route Traffic Control Center (ZAU ARTCC) in Aurora, IL. The work consists of the following tasks: 1. Engineering and installation of a Paging System for the exterior portion of the Chicago Air Route Traffic Control Center (ARTCC) cover all areas within the perimeter fence with clear paging of individuals on the premises without any unreasonable disturbance of the residences adjacent to the facility. The exterior system is to utilize the existing light poles for both (1) the mounting of horn loudspeakers with wireless reception and (2) their required power from solar units. Also, this system is to provide wireless connection to the main entrance guard shack and the power service building. The exterior system is to be incorporated into the existing interior telephones for the purpose of call-in capabilities with the necessary boosting of paging system amplifier wattage. 2. Engineering and installation of paging capability to be extended into the interior areas identified as (a) the Room B101 wellness center , (b) Rooms 1001 thru 1004, (c) all restrooms and lounges First Floor Plan Part 3, (d) all of the Automation Wing Second Floor deficiencies and (e) all of the ISF building deficiencies. Drawings and plans will be provided to vendors who receive the solicitation. 3. Perform all associated demolition. 4. Provide the operational manuals, as-built drawings in Microstation electronic files and the specified training. 5. Other work as required by the project reference drawings and specifications. Bid Option 1 Engineering and installation of a Paging System for the Scope of Work of the Chicago Air Route Traffic Control Center (ARTCC) as described above along with: (a) the replacement of all existing interior PA speakers and (b) the engineering and installation of paging capability to be extended into all interior areas indicated as deficient by the site drawings (excluding areas of item 2 above). (c) Provide unit pricing for the additional wire, conduit and components. All work shall be in accordance with the plans and specifications. The total estimated price of the proposed construction project is between $75,000 and $175,000.00 including the bid option 1. PAYMENT AND PERFORMANCE BONDS WILL BE REQUIRED AS PART OF THE SOLICITATION. SECTION II- CONTRACT TYPE AND EVALUATION CRITERIA Award will be made to the responsive and responsible offeror whose offer results in the lowest total price. The North American Industry Classification System (NAICS) is 541519 Other Computer Related Service. The small business size standard is $27.5 Million. The solicitation will be competed as 100% small business set-aside. SECTION III- GO/NO GO CRITERIA The initial information submitted will be evaluated on a Go/No-Go basis. Offerors must receive a Go on all of the following criteria to be considered a viable offeror and receive the solicitation. The Government reserves the right to perform clarifications/discussions with any offerors. To receive a Go rating the offeror must have 5 years of experience performing related work, be able to provide the necessary bonding for a project of this size (construction estimate of $75,000 - $175,000), and complete the following documents: 1.Business Declaration 2.Sensitive Security Information Form 3.Past Experience Information* *To receive a Go rating for past experience, the offeror must provide three (3) paging and intercom system installation projects, performed at FAA facilities, Government facility, or other critical facility, with project values over $75,000.00 per project, completed in the past five years. The information provided will also be used as part of the responsibility determination. Responses must be emailed to mary.higgins@faa.gov, no later than 12:00 Noon (Central Standard Time) on Thursday, 04/28/2016.
