- The Naval Special Warfare (NSW) Command, Contracting Department, San Diego CA 92155 intends to award a Firm Fixed Price Contract to provide 20 flight hours of manned ISR and Simulated CAS (SIMCAS). Flight hours will consist of five hours each day, Monday thru Thursday of the designated week of training. The contractor will also provide one Ground Liaison Officer (GLO) /Project Manager (PM) to perform various duties. The first period of performance will be 2-6 May 2016. The second period of performance will be 30 May - 3 June 2016. The procurement shall be a 100% Small Business Set-aside. These services will be acquired in accordance with Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code for this acquisition is 481219 Other Nonscheduled Air Transportation Flight Training. The size standard is $15,000,000. In order to receive the solicitation and associated documents for this requirement, Contractors are required to contact the Contracting Officer at warcom.contracts@navsoc.socom.mil. In order to receive the solicitation, Contractors must be a small business under the appropriate NAICS Code and registered in the System for Award Management (SAM) with an active CAGE code, and must have a SECRET Safeguarding and a TOP SECRET Facilities Clearance. Solcitiation Amendment 01, issued 20 April 2016, provided responses to RFQ Questions to all potential offerors and extended the RFQ Closing date to 26 April 2016 at 12:00PM EST. Quotes are due by 12:00PM EST on 26 April 2016. By submitting a quote, the quoter is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contrast from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 866-606-8220, or via Internet at https://www.sam.gov/portal/public/SAM/.
