Small Business Set-Aside: Woman Owned Small Business
Description: NAVSUP FLC Norfolk Philadelphia Office Contracting Department, on behalf of Chief of Naval Operations - OPNAV N3/N5, intends to acquire services that provide services that address the changes associated with China 冱 ascendance on the world stage by updating a prior report called Thinking Smarter about China, and Ourselves that was created in 2010 in order for N3/N5 to use that information to direct Navy stakeholders in engagement with China and the People 冱 Liberation Army. The goal of this requirement shall have the contractor utilizing current information to incorporate a written update finalizing the Thinking Smarter about China, and Ourselves report updated for 2016 with documented actions from senior level working sessions in the form of an action plan for implementation. The prior effort related to Thinking Smarter About China, and Ourselves identified gaps in the US Navy 冱 knowledge about China. The focus of the report and subsequent action plan is not to be predictive in nature and instead, provide a report and subsequent action plan shall provide organizational tactics that can be implemented today in an effort to better the US Navy 冱 strategic communication as the landscape has changed. The primary methodology to finalize this report will be expert lead interviews with targeted US Government agencies, noteworthy experts on China, and facilitated working sessions with high-level government executives. It is the Government 冱 intent to process this procurement as a 100% woman-owned small business set-aside and ultimately issue a firm fixed price contract in accordance with FAR 13.5 (Test Program for Certain Commercial Items). The applicable NAICS code is 541990. Upon its release, the solicitation will be issued electronically and be available for downloading at the NECO website: http://www.neco.navy.mil or http://www.fedbizopps.gov on or about 06 May 2016. All responsible sources may submit a quotation, which will be considered by NAVSUP FLC Norfolk, Contracting Department, Philadelphia Office. The closing date for the receipt of offers will be set forth in the RFQ. Interested parties are solely responsible for monitoring the above website for posting of the RFQ and any amendments hereto. The Government will not pay for the information received. By submitting a quote, the quoter is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award. Lack of registration in the SAM database shall make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the internet at https://www.sam.gov/portal/public/SAM/.
