Description
The 9th Contracting Squadron will be soliciting an Electrical Multiple Award Construction Contract (E-MACC). The E-MACC will be an Indefinite-Delivery Indefinite-Quantity contract for design-bid-build, concept design-build, and design-build construction projects that shall be awarded via individual task orders. This acquisition will be set aside for Service-Disable Veteran-Owned Small Businesses (SDVOSB), Woman-Owned Small Businesses (WOSB), HUBZone entities, and Small Businesses (SB). Status as a SDVOSB concern is determined in accordance with 13 CFR Parts 125.8 through 125.13 Status as a WOSB concern eligible under the WOSB Program is determined in accordance with 13 CFR part 127. Status as a qualified HUBZone small business concern is determined in accordance with 13 CFR part 126. Status as a SB is determined in accordance with 13 CFR Part 121. The intent is to make four (4) awards; however, more awards may be made if determined to be in the best interest of the Government. Task orders will provide a vehicle for execution of a broad range of projects including, but not limited to construction, repair, replacement and installation of various electrical distribution components including overhead, underground, and facilities electrical distribution systems. In-house design capability or ready access to design capability is a must for projects including alteration and repair to existing infrastructure. The contractor shall provide all material, equipment, labor and general conditions to accomplish the work required for each individual task order. Contractor efforts may also include design, and work as described in the Statement of Work (SOW) of individual task orders. Locations of work will be at Beale AFB, CA, and satellite locations. The cumulative E-MACC value (combined value of all task orders from all awarded contracts) is not to exceed $48 million over a five-year period. The value of individual task orders ranges from $2 thousand to $48 million. The ordering period is expected to be one (1) five (5) year period beginning 01 October 2016 and ending 30 September 2021. Work to be performed under the E-MACC will be within the North American Industry Classification System (NAICS) code 237130 "Power and Communication Line and Related Structures". The small business size standard is $36.5 million. The solicitation is expected to be issued on or around 05 May 2016. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the sample project's specifications, will be available in electronic format, for free, only on the Federal Business Opportunities Web Site at www.fbo.gov. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. In addition, offerors MUST register at www.fbo.gov in order to receive notification and/or changes to the solicitation. Lastly, contractors MUST be registered in the System for Award Management (SAM) or their proposal will not be considered. Contractors can obtain further information on the System for Award Management (SAM) at web site www.sam.gov. Registration requires applicants to have a DUNS number from Dunn & Bradstreet.
