- Fire Plan Maps Solicitation Document Synopsis: This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation AG-83A7-S-16-0005 is issued as a Request for Quotation (RFQ) with an issue date of April 20, 2016 and a closing date of May 11, 2016 at 10:00 AM MDT. The attached solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-38. This is a Total Small Business Set-Aside under NAICS 541990 - All Other Professional, Scientific and Technical Services, with a small business size standard of $7.0 M. The Santa Fe National Forest Supervisor's Office is soliciting for quotations on a competitive basis from qualified organizations to enter into a firm fixed price contract for Archaeological Survey services. Responses to solicitation AG-83A7-S-16-0005 must be in accordance with all specifications referenced in and/or found in the attached solicitation document. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other evaluation factors in section M of the solicitation document considered. Contractors must be registered with the US FEDERAL GOVERNMENT SYSTEM FOR AWARD MANAGEMENT (SAM.gov) in order to be considered for a Government contract. Information regarding these requirements and how to register may be obtained from http://www.sam.gov. All questions regarding this Request for Quotation must be sent in writing via e-mail to Joseph Varoz (ACO) at jvaroz@fs.fed.us and Elizabeth Lane (COR) at ealane@fs.fed.us no later than Wednesday, April 27th, 2015 at 10:00 AM MDT. Offers are being accepted by electronic mail only at jvaroz@fs.fed.us. Offers must be submitted using the attached solicitation forms, signed by company officer with contact information, DUNS #, and are due no later than 10:00 AM, MDT on Wednesday, May 11, 2016. DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK INTRODUCTION Background & Scope of Contract (See attached solicitation document, maps, specifications, etc.) The solicitation is for performing 100% pedestrian survey of 7,182 acres in two blocks in Rio Arriba County, New Mexico on the El Rito and Tres Piedras Ranger Districts of the Carson National Forest in the State of New Mexico. The exact locations are indicated in the Scope of Work and maps. Objectives, Description, Location The contractor shall provide any and all labor, equipment, supplies, services, permits, and licenses, necessary to perform a 100% pedestrian archaeological survey (equivalent to a BLM Class III survey) of approximately 7,182 acres during the period of 180 calendar days after the issuance of the Notice to Proceed, on the El Rito Ranger District and the Tres Piedras Ranger District, Carson National Forest. The El Rito Canyon II Survey (3,226 acres) is located in sections 23, 24, 25, 26, 35, and 36 of Township 26 North, Range 6 East; sections 1, 2, and 12 of Township 25 North, Range 6 East; sections 30 and 31 of Township 26 North, Range 7 East; and sections 6 and 7 of Township 25 North, Range 7 East, as shown on the Mogote Peak, and Valle Grande Peak, NM 7.5 minute USGS maps. The Tusas-SanAntonio IV Survey (3,956 acres) is located in section 1 of Township 28, Range 7; sections 5 and 6 of Township 28, Range 8; sections 13, 24, 25, and 36 of Township 29, Range 7; and sections 18, 19, 20, 29, 30, 31, and 32 of Township 29, Range 8, as shown on the Broke Off Mountain, Burned Mountain, and Mule Canyon, NM 7.5 minute USGS maps. The average site density of the Carson National Forest is approximately 18 sites per section. In the El Rito Canyon II and the Tusas San Antonio IV survey areas the site density is estimated as average overall. However, it is recommended that the contractor use outside sources (such as reviews of NMCRIS data and GLO maps) to determine the most accurate site density estimate for the survey areas. This statement of work consists of completing the tasks, subtasks and the performance requirements identified in Section 5 of this Statement of Work. All solicitation provisions and contract clauses pertaining to this announcement are contained in the attached solicitation document AG-83A7-S-16-0005. This solicitation will result in a best value contract that is Firm Fixed Price and will be Performance Based. Potential contractors must provide a written response to the evaluation criteria contained in section M in order to be considered for award. The performance period will begin approximately June 01, 2016. This date is weather and site dependent. Please see attached solicitation Documents, Maps and Fire Plan.
