Police Peacekeeping Program Analyst Washington, DC Issuance Date: 04/20/2016 Closing Date: 05/04/2016 SOLICITATION NUMBER: PSC-16-025-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. The Government is not responsible for any costs incurred by the offeror during the solicitation process. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The Office of Criminal Justice Assistance and Partnership (INL/CAP) is part of the Bureau for International Narcotics and Law Enforcement (INL) at the US Department of State. The Bureau is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the Department of State. INL/CAP provides policy guidance and assists INL program offices in addressing the full range of criminal justice programs globally. INL/CAP also manages the bureau's policy and activities in support of international policing in peacekeeping operations and is an interlocutor with the United Nations and other multilateral organizations on this topic. Police are a critically important element of United Nations (UN) peacekeeping operations, as evidenced by the growth in police authorized for UN missions over the past 15 years. Recognizing the growing demand for police as well as the increased complexity of the roles they play, INL/CAP assists police contributing countries (PCCs) and the UN to improve the quality and timeliness of police deployed to UN missions. INL provides training and capacity building assistance to PCCs as well as technical and funding support to the UN Police Division. The Police Peacekeeping Program Analyst will provide program management, policy analysis, and outreach on the full range of police peacekeeping matters. The Analyst will manage a defined portfolio of country program activities, perform contract oversight and ensure effective implementation, conduct international outreach, analyze and advise on U.S. police peacekeeping policy matters, and liaise with the UN Police Division on INL-funded projects. S/he will represent INL in within the Department of State on issues related to program implementation of the police peacekeeping portfolio. The Analyst will liaise closely with US Embassies and with the UN in furtherance of program objectives related to police and rule of law in peacekeeping. DUTIES AND RESPONSIBILITIES Program Management • Manage International Police Peacekeeping Operations Support (IPPOS) program engagement with assigned partner countries; serve as backup manager for other country partnerships. • Liaise with U.S. Embassies and the UN to support effective program implementation. • Develop and oversee implementation of country strategies for police peacekeeping assistance. • Identify appropriate training and capacity building activities. • Provide guidance to contract implementers with regard to assigned country programs. • Coordinate logistics and program administration related to funding, travel, human rights vetting, monitoring and evaluation. • Analyze program budgets. • Serve as the COR for training and/or evaluation contracts related to the IPPOS program. • Facilitate support from Washington, DC for field activities in each country. • Organize and participate in assessments, program review/site visits, and evaluations. • Continue to suggest process and program improvements based on data and evolving conditions. UN Projects • Serve as INL/CAP's primary liaison with DPKO on existing projects, including managing agreements, implementation timelines, and collecting status reports. • Facilitate human rights vetting of participants involved in all INL-funded UN events and trainings. • Evaluate new project proposals and recommend which merit continued IPPOS support. Research & Analysis • Provide technical and policy expertise on police peacekeeping. • Support senior INL officials through research and writing assignments on police peacekeeping. International Coordination • Coordinate IPPOS program activities with other donors and international organizations to ensure complementarity and avoid duplication. • Attend international meetings and conferences to highlight INL's police peacekeeping efforts and learn more about other actors' activities and priorities. Action Officer • Conduct research or writing assignments for the INL/CAP office as assigned. • Support recruitment and nomination of American candidates for United Nations police positions. • Serve as the Program Officer's back up. TRAININGS & DISTANCE LEARNING COURSES Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of contract award. RELATIONSHIPS The Police Peacekeeping Program Analyst will report to the INL/CAP Outreach and Partnership Team Leader who reports to the INL/CAP Deputy Director. The Contracting Officer's Representative (COR) is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, to the Contracting Officer. DELIVERABLES/REPORTS Deliverables are required under this PSC and shall include; monthly status reports, monthly evaluation of contractor performance, special reports when required and "Completion of assignment report," which shall be a compressive review of the projects in which the contractor was involved. Each report shall include a critique of and recommendations for the various projects. The completions of assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. The Personal Service Contractor shall submit two (2) copies of each report as required to the following; 1. INL/POST Director(s) and; 2. INL/Program Officer Per FAR Part 4, the above referenced documents shall be incorporated and copies stored in the PSC's hard file under Section V.; Tab E - Receiving Reports. The Contractor shall prepare and submit two copies of each technical report required by the schedule of this contract (e.g., progress reports, final reports, etc.), to the Embassy INL Section and to the Program Officer, Bureau of International Narcotics and Law Enforcement Affairs (INL), Department of State Washington, DC. The title page of all reports forwarded pursuant to this paragraph shall include a descriptive title, the author's name(s), contract number, project number, and title, contractor's name, name of the State Department project office, and the publication or issuance date of the report. When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type. COMPLEXITY The work involves managing multiple country assistance programs and conducting policy research and outreach to the United Nations, simultaneously. The ability to perform complex analysis, meet short deadlines and to multi-task successfully is essential. SCOPE AND EFFECTIVENESS The Police Peacekeeping Program Analyst performs a broad range of tasks related to program management, oversight of contractor implementation, policy analysis, and interagency and international outreach. Knowledge of peacekeeping practices and approaches coupled with program management experience is necessary to help design well-conceived programs that produce viable results. MINIMUM QUALIFICATIONS • U.S. citizenship; able to obtain/maintain Department of State Secret clearance, and ethics, if applicable. • Bachelor's degree from an accredited institution in a related field. • Master's degree in Foreign Policy, International Relations, International Development, or related field. • 2-4 years' experience managing or implementing foreign assistance, development, or government-contracted activities, including policy analysis, research, logistics, training, strategy, operations, and outreach. • Familiarity with U.S. foreign policy and foreign assistance priorities. • In-depth understanding of the theory, history, and current challenges of peacekeeping. • Minimum one year experience working in the field of policing and peacekeeping. • Knowledge of key concepts of international policing and rule of law. • Demonstrated experience establishing and maintaining effective relationships across domestic agencies and international organizations. • Demonstrated skill and ability in managing multiple concurrent activities of varying complexity, including changing priorities and short turn-around times. • Excellent program management skills. • Impeccable oral and written communication skills. • Excellent organizational skills. • Ability to work cooperatively and communicate well as part of a diverse, decentralized team. • Strong attention to detail. PREFERRED QUALIFICATIONS • Familiarity with project design and development, program evaluation, strategic planning and performance metrics. • Prior experience managing or implementing a U.S. government program related to peacekeeping. • Experience working on peace and security issues in Africa. • French language skills. GOVERNMENT-FURNISHED EQUIPMENT The PSC shall be able to use a furnished with office space, a computer, office telephone, and other supplies needed for job requirements. This property will be owned and maintained by the Department of State DoS. POSITION LOCATION & HOURS The position will primarily be located at the US Department of State SA-1 in Washington, DC. Hours for the position will be the core hours of the Department of State: 8:15 am to 5:00 pm. Alternative work schedules and occasional telework are negotiable. TRAVEL REQUIREMENTS Occasional domestic and international travel is required. EVALUATION CRITERIA Factor 1: Knowledge/Abilities (30 Points) Knowledge and ability to assess, develop, monitor and evaluate police peacekeeping assistance programs. Demonstrated ability to provide subject matter expertise and analysis on a range of police peacekeeping topics. Knowledge of police peacekeeping practices and implementing organizations. Familiarity with police peacekeeping missions and contributing countries throughout the world. Factor 2: Liaison and Analysis (20 points) Ability to liaise across the Department of State, the interagency, with foreign government officials, and international organizations for the purpose of identifying areas of mutual interest, delivering effective foreign assistance, and furthering the police peacekeeping goals on behalf of the U.S. government. Successful track record of working in a team environment. Factor 3: Program Management (20 points) Ability to use program management tools, such as budgeting and tracking of data to further the mission of the IPPOS program. Ability to remotely manage a variety of field based training and capacity building activities. Factor 4: Communication (15 points) Ability to communicate effectively, both orally and in writing, in a timely and concise manner, and to interact effectively with others at all levels, in order to prepare, analyze, explain and defend CAP's programs and policies. Factor 4: Past Performance (15 points) Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
