- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS REQUEST IS NOT A REQUEST FOR PROPOSAL (RFP), REQUEST FOR QUOTE (RFQ), OR INVITATION FOR BID (IFB). NO SOLICITATION EXISTS; THEREFORE, DO NOT REQUEST A COPY OF THE RFP/RFQ/IFB. THE GOVERNMENT DOES NOT INTEND TO MAKE AN AWARD BASED ONLY ON RESPONSES TO THIS REQUEST. THIS REQUEST IS FOR MARKET RESEARCH PURPOSES ONLY, AND IS ISSUED TO ASSIST IN DETERMINING CAPABLE CONTRACTORS WHO CAN PERFORM THE REQUIREMENT PRIOR TO FINALIZING THE ACQUISITION STRATEGY Washington Headquarters Services (WHS) is seeking eligible businesses with an active facility clearance capable of performing requirements associated with the Design-Build Renovation of an existing administrative facility to create an accredited Sensitive Compartmented Information Facility (SCIF). • Renovation includes: o Operational Spaces; and o Installation of Intrusion Detection System (IDS). o Connection to Supervisory Control and Data Acquisition (SCADA) • Major infrastructure upgrades include, but are not limited to: o Telecommunications; o HVAC; o Power; o Lighting; o Voice And Data Cabling o Plumbing; o Fire Protection. Sustainable principles to include life cycle cost-effective practices will be incorporated into the design, development, and construction of the project. The estimated contract value is between $25,000,000 and $100,000,000. Please provide bonding insurer information and/or a letter of bondability for at minimum $25M single and aggregate at this level so we may verify bonding capacity. The NAICS code for this project is 236220. The anticipated award of this contract is January 2017. The anticipated period of performance for this effort is approximately 39 months after Notice to proceed. The contractor may be required to perform services at greater National Capital Region (NCR) area of Washington, D.C. All information received in response to this request marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to this request will not be returned. Responders are solely responsible for all expenses associated with responding to this sources sought notice. WHS will not pay for information received in response to this request. Security Requirements: The Contractor shall possess an active facility clearance and all supplied personnel a secret clearance beginning day one of contract. All Service-Disabled Veteran-Owned, certified HUBZone, and all other self-certified Small Businesses are encouraged to respond. Upon review of industry responses to this notice, the Government will determine whether a set-aside acquisition is in the Government's best interest. This is a Market Research Tool being used to determine the availability and adequacy of potential Small Business sources prior to determining the method of acquisition and issuance of an award. Interested sources are encouraged to respond to this Request by submitting a Capabilities Statement not exceeding five (5) total pages, which includes the following information: 1. On page one (1), begin by providing your company information as follows: Company name, address, phone number, CAGE code, DUNS number and point of contact (name, phone and e-mail). Also include your company business size status, and any applicable Federal Supply Schedule(s) along with expiration dates. 2. Your capabilities statement shall not reiterate or duplicate the language set forth in the project description; it should demonstrate your company's ability to perform the construction project to include your facility clearance information. In addition, your capabilities statement should specify any subcontractor roles. Do not submit pricing information in response to this sources sought notice. 3. Your response to this notice is limited to five (5) letter size, single sided pages including all attachments, charts, etc. (single spaced, 11 point font minimum excluding charts and graphics), and should be clearly marked on the first page of the response. 4. Teaming Arrangements: All responses/capabilities statements that involve teaming arrangements shall include all of the requested information for each contractor on the proposed team. Please include if you are interested in providing these services as a prime or a subcontractor.
