- ATTENTION: Due to capacity limitations at the Industry Day location, the RSVPs in response to sections D(II) and D(III) below, will be determined on a first come, first serve basis. All vendors interested in attending the Industry Day, shall ensure responses include the information in sections D(II) and D(III) below. This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various 8(a) small businesses in advance of a planned solicitation for administrative support services. A competitive multiple award indefinite delivery, indefinite quantity (IDIQ) strategy is planned with an e stimated Contract Period of Performance (POP) of One (1) base year and three (3) option years. Additionally, this Sources Sought Notice is to inform interested parties of an upcoming Industry Day being hosted at the University Center Maryland (formerly HEAT Center) in Room 130, located at 1201 Technology Drive, Aberdeen, MD 21001, and tentatively scheduled for 03 MAY 2016 at 9:00AM. The Government must ensure there is adequate competition among the potential pool of responsible contractors. Section 8(a) businesses are highly encouraged to participate in the industry day. As detailed below, RSVP response information for the Industry Day is due NO LATER THAN 12:00 PM on 26 APRIL 2016. This is a firm response date and RSVPs will not be accepted after 12:00 PM ON 26 APRIL 2016. A. Objective: To find sources that are qualified to meet the requirements in sections B and C below and within the attached Performance Work Statement (PWS). Note that the specific requirements are subject to change prior to the release of any solicitation. B. Requirements: The Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Adelphi Division on behalf of the Army Research Laboratory (ARL), is conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10. The purpose of this Market Research is to identify 8(a) small business concerns that have the skills, experience, knowledge, and capabilities necessary to provide facilities support as described in the attached draft PWS. Large businesses need not respond, nor will a response submitted be considered. This sources sought is only open to 8(a) small business concerns under NAICS Code 541611- Administrative Management and General Management Consulting Services. This Sources Sought is issued to communicate the ARL's program requirement to industry. ARL intends to use information gathered from these responses to gain awareness of capabilities, determine interested parties, and to support formulation of an acquisition strategy. Early industry involvement in creating a properly scaled enterprise solution is critical to the success of this contemplated acquisition with the goal of providing the requisite intellectual capital needed to support multiple ARL program areas (see attached Performance Work Statement). C. Specifications: The Government is only seeking 8(a) companies that possess the capabilities to provide non-personal administrative support services to ARL in the functional areas to include: Program Management, Administration, Technical Support, Security, Financial Management, and Logistics. ARL is seeking 8(a) companies to provide administrative support to the following directorates: Office of the Director (ODIR), Laboratory Operations (LABOPS), The Army Research Office (ARO), Computational Information Sciences Directorate (CISD), Human Research and Engineering Directorate (HRED), Survivability, Lethality Analysis Directorate (SLAD), Sensors and Electron Devices Directorate (SEDD), Vehicle Technology Directorate (VTD), and the Weapons and Materials Research Directorate (WMRD). The Government will consider company responses demonstrating capability in only one (1) functional area. Companies who can demonstrate expertise and experience in multiple functional areas are more desirable. D. Responses: (I) All parties interested in the Industry Day tentatively scheduled for 03 MAY 2016 shall notify this office by email NO LATER THAN 12:00 PM on 26 APRIL 2016. As noted above, this is a firm response date and Industry Day RSVPs and response information will not be accepted after 12:00 PM ON 26 APRIL 2016. If you are unable to attend the Industry Day, but still interested in submitting capabilities briefing documents, you must do so by the close of the Sources Sought Synopsis period (by 3 MAY 2016). Submissions should be emailed to the following individuals: Cristina Watkins at cristina.m.watkins.civ@mail.mil Rebecca Patterson at rebecca.patterson13.ctr@mail.mil (II) Sources Sought responses shall include: a. Company Name, Address, Cage Code b. To what extent each of the specifications can be met (i.e. capabilities statement). c. Include your type of business (i.e. commercial, academia) and whether your organization is classified as an 8(a) small business based on the $15.0M standard that accompanies NAICS code 541611. d. Past experience/performance through the description of completed projects. (III) In addition to the above, Industry Day RSVP responses shall also include the following information: e. First and Last Name and phone/email of Attendee(s) (Limit of two (2) attendees per company) f. Will you be presenting(Y/N)? g. Interested parties who will be presenting, will be afforded the opportunity to present to the Government technical staff (Not to exceed 10 minutes). All vendors interested in presenting, shall provide a briefing with their sources sought response, not to exceed ten (10) pages. Upon receipt of submission, a detailed agenda will be emailed to all interested vendors, with notification of their presentation time slot. The time slot provided is a firm time and will not be changed. Companies that fail to respond may fill in for an absent company, if time slots become available, but time slots will not be added on the day of the scheduled industry day. E.
