- This notice is not a request for quote, proposal or invitation for bid. The intent of this pre-solicitation synopsis is to provide notice of a proposed contract action. The U.S. Department of Commerce / National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division, Boulder, CO, on behalf of the National Ocean Service, Office of National Marine Sanctuaries (ONMS), Pacific Islands Region (PIR) intends to issue a solicitation for Sanctuary Support Services. ONMS/PIR seeks a qualified contractor to provide support services for the following PIR sites/programs: • Hawaiian Islands Humpback Whale National Marine Sanctuary (HIHWNMS) • National Marine Sanctuary of American Samoa (NMSAS) • Papahānaumokuākea Marine National Monument (PMNM) • International Marine Protected Area Capacity Building Program (IMPACBP) The contractor shall provide support services necessary to conduct the daily operation of HIHWNMS, NMSAS, PMNM, and IMPACBP. Operations include a variety of tasks such as developing and implementing education, outreach, training and communication programs; developing and providing program content, writing and web design/upkeep; assist with developing and implementing site specific policies; providing technical and analytical support in the marine sciences; providing management and maintenance of ONMS site facilities; providing community and cultural liaison services; and providing administrative support services. The contractor shall furnish services, administration, qualified personnel, travel (as required) and all other requirements necessary to perform the required sanctuary support services within the following core competencies: • Unit and program management support • Policy, planning & permit support • Research/field operations • Education, outreach, media, training and communications programs support • Office management, administrative, fiscal and clerical support • Community and cultural program support • Visitor, visitor center and volunteer program coordination • Information services: web design, geographic information systems, data management and integration services • Facilities maintenance and security services • Site management, facility and administrative staff, program staff, and resource protection personnel The solicitation will be issued as a 100% HUBZone set aside. The North American Industry Classification System (NAICS) Code for this acquisition is 541990, with a size standard of $15,000,000.00. The Government anticipates award of a single Indefinite Delivery Indefinite Quantity (IDIQ) contract for a base year plus four (4) one-year option periods. The contract award date is anticipated to be June 2016. All responsible and fully responsive HUBZone firms may submit an offer which will be considered by the Agency. Solicitation documents will be made available for download on or about April 27, 2016 at http://www.fedbizopps.gov. The estimated due date for proposals will be May 25, 2016; however, the actual date offers are due will be stated within the solicitation documents. Paper copies of the solicitation will not be issued. Interested parties should use the FedBizOpps [Add To Watchlist] and [Add Me To Interested Vendors] features which provide a notification when the Request For Proposal becomes available for download as well as all postings of information associated with this solicitation, thereafter. Each potential offeror is responsible for checking the FedBizOpps website to gain all current information related to the solicitation. All vendors doing business with the Government are required to be registered with SYSTEM FOR AWARD MANAGEMENT (SAM) (this replaces the former CCR and ORCA).
