- The National Institute of Environmental Health Science (NIEHS) intends to award a Purchase Order to Agilent Technologies, Life Sciences & Chemical Analysis, 2850 Centerville Road, Wilmington, DE 19808, for Maintenance and Repair Services of Agilent manufactured scanners and software, which are installed at NIEHS, Research Triangle Park campus. The provided supplies and services are proprietary and the services will be provided for the period of May 1, 2016 through April 30, 2019. The North American industry Classification System (NAICS) Code is 811219 and the business size standard is $20.5 million dollars. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that Agilent Technologies is the only known responsible source capable of providing the required services and no other services will satisfy the agency's requirements. The purpose of this Purchase Order is to obtain onsite technical maintenance support for the Agilent Technologies manufactured scanners and software equipment that is proprietary and the Agilent Microarray Scanners contain sensitive elements that need constant alignment (lasers and optics) and the loading and auto-focus mechanism are critical for the production of high quality microarray data. The Agilent scanners are the only instrument that can be used to scan Agilent microarrays. The scanner automatically read the barcode on each Agilent chip and bundles this information for transfer to the proprietary Agilent software that provides streamlined processing of the data. This seamless pipeline is necessary to provide the high-throughput analyses that are critical to completing studies in a timely and cost-efficient manner, and to ensure that it continues to operate in compliance with specifications. Furthermore, is the only vendor able to supply manufacturer specification repair parts, accessories, special repair tools, testing and support equipment, and certified personnel with repair skills specific to these units. This notice of intent is not a solicitation or request for quotes. Notwithstanding, any firm that believes it is capable of meeting NIEHS' requirement, as stated herein, may submit their corporate capabilities, which, if received by the response date of this announcement, may be considered. Responses to this posting must be in writing and shall be emailed to Teresa McCall at teresa.mccall@nih.gov and are due by 4:30PM ET on April 28, 2015. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
