Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. The solicitation number is HHS-NIH-NIDA-SSSA-CSS-2016-304 and the solicitation is issued as a Request for Quotation (RFQ) on a restricted Total Small Business Set-Aside basis. A fixed price Purchase Order type of contract type is contemplated for this requirement. This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Test Program for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is NOT expected to exceed the simplified acquisition threshold. A fixed-price Purchase Order type of contract is contemplated for this requirement. This is a Total Small Business Set-Aside solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87-2 / 04-06-2016. The North American Industry Classification System (NAICS) code for this procurement is 541712 Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) with an associated small business size standard of 500 employees. BACKGROUND: The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people's health and save lives. The goal of the Laboratory of Molecular Biology and Immunology (LMBI) is to elucidate molecular mechanisms of processes that contribute to age-associated changes in physiology, including diseases whose prevalence increases with age. Research has three interconnected themes: 1) molecular mechanisms of basic cellular processes, 2) immune cell function, and 3) translating basic mechanisms to clinical research. Major areas of LMBI emphasis include: 1) Elucidation of molecular mechanisms that govern tissue-specific gene expression, 2) Molecular mechanisms of antibody diversity, 3) Mechanisms controlling T cell memory, and 4) Contribution of regulatory immune cells to cancer. LMBI requires contractor support for performing sequencing services of human genomic DNA samples on a project that aims to generate genome wide sequencing data from a sample size of 25 samples. SCOPE OF WORK: Independently and not as an agent of the Government, the contractor shall furnish all the necessary services, qualified personnel, materials, equipment, and facilities, not otherwise provided by the Government as needed to perform this Scope of Work. The purpose of this requirement is to obtain contractor support for performing sequencing services of human genomic DNA samples on a project that aims to generate genome wide sequencing data from a sample size of 25 samples. The Contractor shall possess the ability to use and operate a sequencer system that is capable of processing the quantity of samples and the delivering of timely results as described in this announcement. Contractor shall be required to perform Library preparation, Sequencing and Analysis on 90 GB raw data per sample received by the Government as part of this requirement. The Contractor will possess the ability to use and operate a high sequencing platform system that is capable of achieving this Statement of Work. Standard bioinformatics analysis shall be employed. Library type 350 bp and read length paired-end 150 bp shall be identified by the Contractor. GOVERNMENT RESPONSIBILITIES: The Gene Regulation Section is within the LMBI is tasked with this requirement. The Government will submit the 25 samples of purified genomic DNA to the Contractor as the starting material for which to process and sequence. Government will submit 90 GB of raw data per sample. The Government anticipates transmitting the samples to be processed to the Contractor by the subsequent business day following an award from this solicitation. DELIVERY OR DELIVERABLES: The Contractor will transmit data results electronically and securely to the Government in a 4T hard drive files as the deliverable after the samples have passed initial quality control. Results shall be securely delivered to the COR. Data may be transferred via a cloud-based data transfer tool (if applicable) or in HDD format. The expected turnaround time for delivering results will be approximately 6-8 weeks after samples received by the Contractor have passed initial quality control. REPORTING REQUIREMENTS: None. TRAVEL: No travel is necessary for this project nor will any travel expense be reimbursed. KEY PERSONNEL: Essential key personnel labor categories will be determined after receipt of contractor proposals. Contractor shall propose key personnel considered essential for the contractor to successfully perform this requirement. DATA RIGHTS: Contractor will disclose data to the government. Contractor will not release or share data without government approval. Contractor will not use data for scientific investigation and will have no right to work with these data or publish using these data. Government aims to make data available to the broad scientific community through standard genetic sharing portals. FAR clause 52.227-14 Rights in Data-General (MAY 2014) shall be applicable to the solicitation and any resulting contract. SECTION 508 - ELECTRONIC AND INFORMATION TECHNOLOGY STANDARDS: All electronic files submitted shall be compliant with Section 508 of the Rehabilitation Act of 1973. Pursuant to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), as amended by the Workforce Investment Act of 1998, all electronic and information technology (EIT) products and services developed, acquired, maintained, or used under this contract/order must comply with the "Electronic and Information Technology Accessibility Provisions" set forth by the Architectural and Transportation Barriers Compliance Board (also referred to as the "Access Board") in 36 CFR part 1194. PUBLICATIONS AND PUBLICITY: Contractor shall not, nor is required to, publish any articles of data as a result of fulfilling this requirement. CONFIDENTIALITY OF INFORMATION: Government will not be providing Contractor with confidential information of a personal nature about individuals. All data submitted by the Government to the Contractor for processing shall be de-identified. CONTRACTING OFFICER'S REPRESENTATIVE (COR): The following COR will represent the Government for the purpose of this contract: To be specified at time of award PERIOD OF PERFORMANCE: The Period of Performance shall be effective on or around May 2, 2016. The Government anticipates approximately 6-8 weeks of service upon receipt of purified DNA samples will be required by the contractor to complete this requirement. The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. This section is an addendum to the FAR clause 52.212-2, Evaluation--Commercial Items applicable to this solicitation. Responses received to this RFQ will be evaluated on the basis of Lowest Price Technically Acceptable (LPTA). Offeror's submitting a response must provide a completed Price Quote in the format described in the solicitation. Responses to this solicitation must include clear and convincing evidence of the Offeror's capability of fulfilling the requirement as it relates to the essential government requirements stated in this solicitation. Under the lowest-price technically acceptable (LPTA) process, Offerors' will be determined to be "technically acceptable" or "technically unacceptable" based on an evaluation of responses against the following factors to determine if, as submitted, the proposal is technically acceptable. (1) Technical Approach: Offerors shall clearly indicate possessing the infrastructure or ability to obtain the infrastructure necessary to complete this requirement. Offerors submitting a response with documented evidence of possessing the technical knowledge, qualifications, capability and management structure needed in successfully performing this requirement will be determined technically acceptable based on the Technical Approach sub factor. (2) Past Performance. The offeror must submit with their proposal a list of the last two (2) contracts completed during the past two (2) years and / or contracts awarded currently in process that are similar in nature to this requirement. Contracts listed may include those entered into by the Federal Government, agencies of state and local governments or commercial entities. Newly formed companies without prior contracts should list contracts and subcontracts as required above for personnel. For each contract, subcontract, or reference include: (i) Name of Contracting Organization; (ii) Contract Number (for subcontracts, provide prime- and sub- contract numbers); (iii) Contract Type; (iv) Total Contract Value; (v) Description of Requirement; (vi) Contracting Officer's Name and Telephone Number; (vii) Program Manager's Name and Telephone Number; and (viii) North American Industry Classification System (NAICS) Code. Offerors will be determined technically acceptable on its past performance under existing and prior contracts for similar services. The Government is not required to contact all references provided by the offeror. Also, references other than those identified by the offeror may be contacted by the Government to obtain additional information that will be used in the evaluation of the offeror's past performance technically acceptable determination. The provision at FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items, applies to this acquisition. The provision at FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The provision of FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The clause at 52.222‐51, Exemption from Application of the Service Contract Act to Contracts for Maintenance, Calibration, or Repair of Certain Equipment‐‐Requirements (Nov 2007) (41 U.S.C. 351, et seq.) applies to this acquisition. There are no additional contract requirement(s) or terms and conditions applicable to this acquisition. The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. Responses to this solicitation must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations. Basic cost and price information in the Offeror's business proposal must contain sufficient information to allow the Government to perform a basic analysis of the reasonableness of the Offeror to supply the required services. The price proposal must include an estimate of the number of hours required, breakdown and rationale for any other direct costs or materials, and the total amount. Any other information or factors that may be considered in the award decision may include such factors as: past performance; product description; delivery terms, and prompt payment discount terms. Responses to this solicitation must include clear and convincing evidence of the offeror's capability of fulfilling the requirement as it relates to the technical evaluation criteria and price proposal. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with their offer, or provide a copy of the valid certifications registrations and Representation and Certifications from the System of Award Management (SAM) applications at www.SAM.gov, which may be indicated on the Offeror's cover sheet. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." All responses must be received no later than the date and time specified in this announcement.
