- THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes, and to determine whether to set-aside these requirements for small business concerns currently participating in the 8(a) Business Development Program. TELEPHONIC SUBMISSIONS AND QUESTIONS WILL NOT BE ENTERTAINED AS THIS IS A SOURCES SOUGHT NOTICE ONLY. Naval Facilities Engineering Command Mid-Atlantic ROICC Camp Lejeune is specifically seeking eligible 8(a) small business concerns with current relevant experience, qualifications, personnel, and capabilities to perform the following requirements at Marine Corps Base Camp Lejeune, North Carolina: Provide design-build services to replace the 1,500 gallon bulk medical oxygen storage tank system, piping, controls, and oxygen reserve tank manifold and piping system at Naval Hospital Camp Lejeune. The North American Classification System (NAICS) Code for Engineering design procurement is 238220, and the annual size standard is $15,000,000. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil when they become available. All capable 8(a) Small Business concerns are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of this evaluation. One of the main functions of this synopsis is to assist the Contracting Officer in determining whether a Small Business Set-Aside is an acceptable strategy for this procurement. The proposed requirements listed here are being considered for set-aside Small Business concerns. Interested 8(a) Small Business concerns should, as early as possible but not later than close of business on 04 May 2016, indicate interest in the above requirement by providing the contracting office a capability statement (no more than 25 pages in length, single-spaced, 12-point font minimum) and a positive statement of eligibility as an 8(a) small business concern. The capability statement shall include the following: Specify and describe the ability to meet the requirement outlined in this notice including a minimum of one (1) and a maximum of five (5) relevant projects performed in the past five (5) years of a similar size, scope, and complexity. Notifications that do not address all the required information will not be considered. Interested parties should respond as soon as possible but no later than close of business, 04 May 2016.
