- Notice of Intent to Award a Sole Source Contract Solicitation Number: N00173-16-R-MI02 Ref: Request for Information: N00173-15-GA04 Pre Solicitation Synopsis - Notice of the Government Intent to Award a Sole Source Contract The US Naval Research Laboratory (NRL) intends to negotiate a sole source firm-fixed Price Contract under the statutory authority permitting Other Than Full and Open Competition, as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements with MacDonald, Dettwiler and Associates Information Systems. (MDA-IS). The purpose of this contract is to support the Naval Research Laboratory to develop and transition innovative systems into the field to collect and process information supporting naval and national C4ISR needs and to purchase the derived products from SAR images collected from RADARSAT-2 and downlinked to a transportable antenna system, a.k.a. transportable ground terminal (TGT). The period of performance of the base is 12 months from the date of award. Option 1 will be exercised within 90 days of award and has a period of performance of 12 months from award of contract. Option 2 has a period of performance of 12 months from the end of period of performance of the base year. The ultimate period of performance if all options are exercised is 24 months. RADARSAT-2 is unique because it provides a 500 square kilometer search area, the widest open sea search area of any of the known operational satellites world-wide based on COR research. This size of search area is required for tracking fast moving vessels over a 12-hour time period between satellite passes. The next largest operational satellite is Germany's Terra SAR-X with a largest area covered of only 150 km and is therefore not capable of tracking fast moving or half-speed vessels. This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to complete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability with regard to this requirement no later than 12:00 noon EST, 05 May 2016. All information submitted should support the Offeror's capability to provide the services required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide documentation indicating an offer's bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered.
