- In response to industry question, the IPT submits the following clarification of the attached Sources Sought Synopsis and Performance Specification: The government's threshold is a device with a delay within the range of 4 to 7 seconds. (For example, a time delay of 4.1 seconds is acceptable.) In addition, the government's objective is a device with an adjustable time delay of all possible times between 4 and 7 seconds.
