- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to enter into a fixed price level of effort contract on a sole source basis with Saft America, Inc., 107 Beaver Court, Cockeysville, MD 21030. The proposed procurement is for railgun power and energy support services are required to facilitate the Government's research and development efforts within the realm of non-propagating energy storage modules. The contractor shall provide 2,850 hours of engineering support services and 900 hours of technician support services including incidental materials related to battery system development, design, documentation, modeling, validation, and testing. Saft America, Inc. has provided direct support for the energy storage module development since FY14 and is the only responsible party with the required background knowledge, experience, and expertise to effectively support the completion of the current development phase. No other vendor has the capability to perform the required tasking. This notice of intent is NOT a request for competitive proposals. The Government intends to solicit and negotiate with only one source. However, responsible interested parties may await the release of the corresponding solicitation and submit a proposal which identifies their interest and capability. A determination not to compete the proposed procurement based upon responses to this notice is solely with the discretion of the Government. The Government will not pay for any information received. Phone call responses will not be accepted. This requirement will be awarded in accordance with the authority of 10 U.S.C 2304 (c) (1) and FAR Part 6.302-1 (a) (2). The period of performance will be the date of award through six (6) months. Details about submitting inquiries into N00178-16-R-2036 will be provided when the solicitation is released.
