Description

GENERAL: The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is soliciting proposals under a Total Small Business Set-Aside from all interested businesses having the capability to perform the work described below. The offeror selected shall furnish all labor, materials, tools, equipment, management, and expertise necessary to perform all operations required for the successful completion of this project. The solicitation will be issued electronically on the Federal Business Opportunities website at www.fedbizopps.gov via this announcement on or about May 6, 2016. Proposal documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications and drawings will be available in PDF format. Please Note: Paper copies of the solicitation will not be made available. Vendors can search for opportunities and award history on www.fbo.gov without registering. The Federal Business Opportunities (www.fbo.gov) website has an Interested Vendors List and a Watchlist where you can add your company's interest. Online Representations and Certifications must be completed in SAM.gov. This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents. TITLE OF PROJECT: Replace Frijoles Canyon Section of Primary Electrical System LOCATION OF PROJECT: Bandelier National Monument, Los Alamos County, New Mexico DESCRIPTION: The work of this contract consists of constructing new underground primary (13.8KV) electrical infrastructure and associated appurtenances and equipment, constructing new electrical services and customer-side electrical service panels, and construction of empty underground conduit and appurtenances for future telecommunication cabling. All construction work associated with the primary electrical system will be performed in accordance with Los Alamos County Department of Public Utilities requirements including adherence to USDA Rural Utility Service (RUS) standards. All construction work will be performed within very limited disturbance limits and protection of existing natural and archaeological resources is required. Work includes, but is not limited to, site work, erosion and sedimentation control, protection of existing features and resources, traffic control, location of existing underground utilities, utility trenching and excavation, material hauling, installation of underground conduit, installation and connection of primary electrical cabling, switchgear, transformers and associated equipment and appurtenances; asphalt patching and paving, site restoration. TYPE OF ACQUISITION: A negotiated, firm-fixed price contract will be awarded; therefore, submission of both a technical and a price proposal will be required. The Government will consider an offeror's technical capability, past performance, and price to determine the best value (trade-off process) to the Government. The NAICS code for this project is 237130, Power and Communication Line and Related Structures Construction. The small business size standard is $36.5 million. In accordance with FAR Subpart 36.204, the estimated price range for this contract is $4,000,000 - $6,000,000. The estimated period of performance is October 2016 - February 2017. It is anticipated that a PRE-PROPOSAL CONFERENCE/SITE VISIT will be scheduled. Details will be provided in the solicitation. This procurement is a TOTAL SMALL BUSINESS SET-ASIDE. All responsible Small Business sources that submit an offer in response to this solicitation will be considered. Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance.
